China says will roll out property tax pilot scheme in some regions - Xinhua

 

The top decision-making body of the Chinese parliament said on Saturday it will roll out a pilot real estate tax in some regions, the official Xinhua news agency reported. The State Council will determine which regions will host the pilot tax and other details, Xinhua added.

 

China’s long-mooted - and long-resisted - property tax has gained new momentum as President Xi Jinping threw his support behind what experts say would be one of the most profound changes to the country’s real estate policies in a generation. A tax may finally tame the country’s red-hot home prices, which have soared more than more than 2,000% since the privatisation of the housing market since the 1990s in a fast-urbanising China, and in recent years creating an affordability crisis especially among millennials. But talk of the plan is coming at a sensitive time, as the property market is showing significant signs of stress and home prices have started falling in some areas.

 

The real estate tax will apply to residential and non-residential property as well as land and property owners, but does not apply to legally owned rural homes and residences which are appended, Xinhua said. The pilot schemes will have a duration of five years from the issue of the details from the State Council. The idea of a levy on home owners first surfaced in 2003 but has failed to take off due to concerns that it would damage property demand and tank home prices, hurting household wealth and future real estate projects. It has also faced resistance from stakeholders including local governments, who fear it would erode property values or trigger a market sell-off. In pilot programmes rolled out in 2011, the megacities of Shanghai and Chongqing have taxed homeowners, albeit just those possessing higher-end housing and second homes, at rates from 0.4% to 1.2%.

 

But until now the pilots have not been widened to more cities.

Biden delays release of secret JFK assassination documents

 

President Biden late Friday signed an order again delaying the public release of records related to the assassination of President Kennedy, saying the COVID-19 pandemic slowed the review process.

 

Mr. Biden wrote in a memo that the pandemic has halted the government’s ability to decide whether proposed redactions meet the “statutory standard.” The National Archives and Records Administration earlier this year ruled that the pandemic has had a “significant impact on [government] agencies” and it needed more to research the material and “maximize” the information released about the assassination. By delaying the release, Mr. Biden wrote, it gives the government more time to review sensitive information to “protect against identifiable harm to the military defense, intelligence operations, law enforcement or the conduct of foreign relations.”

 

The president also wrote that the national archivist recommended he direct two public releases of information that has been “deemed appropriate to the public.” The first will be an interim release on Dec. 15 of this year with more sensitive information set to be made public in December 2022. Some 250,000 records have already been released, but the public cannot view them unless they drive to the National Archives facility in College Park, Maryland, the memo said. The records are not available online. Under the order Friday, Mr. Biden instructed the National Archives to digitize all records by Dec. 15.

 

Former President Trump in 2018 extended the deadline for public release of the Kennedy assassination files to 2021, citing “identifiable harm to national security, law enforcement or foreign affairs.” Mr. Trump’s order came on the deadline he imposed in 2017 for the full release of the files, surprising some.

 

In 1992, former President George H. W. Bush signed into law a bill that declared the federal government should eventually enable the public to access “all government records” concerning Mr. Kennedy’s death.

 

However, nearly 30 years later, thousands of documents still remain shrouded in secrecy even as tens of thousands of assassination records with various levels of redactions have been released.

China to create rare-earths giant by joining three state companies

China will restructure three rare-earths producers to create a state-owned company with a nearly 70% share of the domestic production quota for the metals that are essential to manufacturing high-tech products.

 

The move is aimed at accelerating the development of resources and processing technology, as well as strengthening Beijing's control over the mining sector in anticipation of prolonged trade tensions with Washington. By restructuring the country's major rare-earth companies, the government seeks to extend control from production to the entire supply chain, including exports. The move comes as the U.S. looks to create an alternate supply chain for rare earths, joining forces with Australia.

 

China Minmetals Corporation (CMC), a major state-owned resource company, China Aluminum Corporation, a major state-owned nonferrous metals company, and the government of Ganzhou City in Jiangxi Province, region known for its rare earth deposits, are "planning a strategic reorganization" of their respective rare-earths subsidiaries, according to the listed subsidiary of CMC. Peng Huagang, secretary-general of the State-Owned Assets Supervision and Administration Commission, which oversees state-owned enterprises, said at a news conference this week that the government would "promote the restructuring of rare earths to create a world-class company." While the definition of "restructuring" is not clear, if it were to be a full merger, the new company's share of the production quota for medium and heavy rare earths in China will be nearly 70%, and that of rare earths as a whole, including light rare earths, will be nearly 40%. Medium and heavy rare earths, such as dysprosium and terbium, are considered essential for the production of high-performance magnets, which are used in motors and other components of electric vehicles, and are also believed to be used in U.S. military drones and missiles.

 

Chinese President Xi Jinping has long seen the metals as a vital part of China's economy, saying in 2019 that "rare earths are an important strategic resource." A draft law on rare earths was released in January and is being discussed at the National People's Congress, China's parliament. China accounts for 60% of the world's production of rare earths according to the U.S. Geological Survey. The top export destinations are Japan (49% by value) followed by the U.S. (15%), according to Chinese media. For the Xi leadership, rare earths can also be used as a diplomatic trump card. When China protested Japan's nationalization of the Senkaku Islands in 2010, Beijing stalled exports of rare earths as a means to pressure the Japanese side. The new move to restructure the rare-earth industry, therefore, may affect rare-earth supply to Japan and the U.S., analysts warn.

 

Demand for rare earths is expanding due to the global spread of EVs. Due to political instability in Myanmar, another top producer of rare earths, the price of dysprosium and terbium in China has increased by about 60% and 90%, respectively, from a year ago. At the end of September, the Chinese government expanded the production quota for rare earths for 2021 by 20% compared with the previous year.

After resting in the yacht for a while, Gates boarded a private helicopter for Meryemana House (House of Virgin Mary) in the Selçuk district of Izmir, a western Turkish city where the Assumption, or bodily ascent, of Virgin Mary to heaven, is believed to have taken place. This was the second time Gates has visited Meryemana House, having visited for the first time in 2005 when he was vacationing in Marmaris with his then wife Melinda, who he divorced in May this year after a 27 year marriage.

Chinese, Russian warships pass through Osumi Strait for 1st time

 

Chinese and Russian naval vessels have passed together through the Osumi Strait off Japan's southwestern prefecture of Kagoshima, the Defense Ministry said Saturday.

 

It is the first time the Japanese ministry has confirmed a flotilla of Chinese and Russian vessels going through the strait, located between the Osumi Peninsula and Tanegashima Island. With the passage, the flotilla almost made a circle around the Japanese archipelago, prompting the ministry to exercise vigilance against the unusual activity of the two countries. After transiting the strait, the warships entered the East China Sea, according to the ministry. On Monday, they passed through the Tsugaru Strait, located between Japan's main island of Honshu and Hokkaido to the north, also marking the first such move.

 

The warships are believed to have taken part in a joint naval drill in the Sea of Japan conducted by the two countries in mid-October.
