Japan pledges extra $10bn of overseas climate financing

 

In international debut at COP26, Kishida stresses green assistance for Asia.

 

Japan will commit an additional $10 billion over the next five years to overseas climate financing, Prime Minister Fumio Kishida announced in a speech Tuesday at the COP26 conference in Scotland. Making his first trip abroad since becoming Japan's leader in October and fresh off his party's election victory on Sunday Kishida vowed to play a leading role in Asia's fight against global warming.

 

The additional assistance, on top of the $60 billion in public and private financing already pledged, would "include our contribution to the launch of an innovative financial facility for climate, as we partner with the Asian Development Bank and others to support the decarbonization of Asia and beyond," Kishida said on the COP26 stage in Glasgow.

 

Kishida added that Japan will double assistance aimed at helping other countries adapt to the impact of climate change, to about $14.8 billion, as well as provide about $240 million in financial aid for global forestry conservation. The additional commitments come as developed countries face pressure to meet their $100 billion financing targets for the developing world. Japan would "lead the way in the clean energy transition, with a particular focus on Asia," Kishida stressed.

 

Amid increasing scrutiny of the use of fossil fuels, Kishida said that "converting existing thermal power to zero-emission power generation is a necessary path" to stabilize the volatile electricity supply from renewable energy. The country will develop leading $100 million projects in this field through the Asia Energy Transition Initiative, using cleaner fuel alternatives such as ammonia and hydrogen, he said.

 

Kishida also emphasized Japan's technological edge in its core mobility sector, saying that its 2 trillion yen ($17.5 billion) Green Innovation Fund would help to develop next-generation batteries, motors, hydrogen and synthetic fuels. "While distributing the fruits of these innovations across Asia," he said, "Japan will spearhead global efforts."

 

The prime minister reiterated a commitment announced by his predecessor, Yoshihide Suga, to reduce emissions by 46% by 2030 from 2013 levels. "I have come all the way to Glasgow to convey my determination that Japan will be working in full force to take on climate change," he said.

Italians protest against village's decision to grant Brazil's Jair Bolsonaro honorary citizenship

Hundreds of people have protested in Italy against a local village's decision to grant honorary citizenship to Brazil's President Jair Bolsonaro. Around 200 people rallied in the northeastern town of Anguillara Veneta, where Bolsonaro's ancestors were from. The decision for the Brazilian President to become an honorary citizen of the village has been opposed by left-wing parties and trade unions. Demonstrators including local Democratic Party councillor Andrea Zanoni gathered in the rain on Monday near Venice, holding banners and signs reading "Anguillara loves Brazil but not Bolsonaro". The entrance to the town hall in Anguillara Veneta was also vandalised. Bolsonaro has been internationally criticised for his environmental policies and response to the COVID-19 pandemic. "It is right that he should visit the city where his family comes from," said Antonio Spada, another local councillor. "But it is not right that he should be presented as a model to be followed by granting him honorary citizenship," he told AFP. "Bolsonaro has pursued an anti-Covid policy based on denial and against the vaccine, which has only led to thousands of deaths," added Arturo Lorenzoni, spokesperson for the opposition in the Veneto regional council. The Brazilian president, who has come to Italy to attend the G20 summit in Rome, attended the award ceremony at the town hall in person. But he decided to miss the COP26 climate conference in Glasgow for the ceremony.

IMF Chief Says More Vaccinations Can Help Tame Inflation

 

International Monetary Fund Managing Director Kristalina Georgieva said vaccinating the world will help ensure that higher inflation proves temporary, and expressed concern that the growth gap between advanced and emerging economies could spur social unrest. To push inflation back down, Georgieva urged a “focus on reducing this divergence: vaccinate the world, vaccinate the world so we can see production everywhere stepping up.” “If the divergence continues, we are going to see more unrest,” Georgieva said in an interview Tuesday with Bloomberg Television’s Francine Lacqua from the COP26 conference in Glasgow, reiterating widespread vaccinations against Covid-19 as a solution.

 

Supply-chain disruptions are likely to extend into mid-2022 or beyond, which is putting upward pressure on prices, and central banks are already starting to take action against inflation, Georgieva said. Separately, Georgieva faces employee discontent at the IMF following allegations that she improperly influenced data in China’s favor while at the World Bank in 2017 a scandal that forced her to fight to keep her job last month and a Bloomberg News report that she and other top managers softened language on climate change in a Brazil report. Asked if she worries about her credibility with IMF employees, Georgieva responded that “staff was and continues to be concerned. “That is not a minor issue, whether we have full integrity of the work we do,” she said. “Fortunately in the fund yes, we have respect for the quality of our report. I have engaged with the staff, we had two town hall meetings. I have answered many questions people have on their mind, and of course I will continue to do so.”

South Korean President Moon Jae-in to visit Hungary

South Korean President Moon Jae-in will meet with his Hungarian counterpart Janos Ader today as part of a nine-day European tour.

 

Moon’s Budapest visit coincides with a meeting of the Visegrad Group, which includes Hungary, Czechia, Poland and Slovakia. During the summit, Moon will discuss business partnerships in areas including electric cars and batteries. South Korean chemical firms have steadily expanded their footprints in Central Europe. In October, LG Chem Ltd. announced that it will build a new battery separator production plant in Hungary, joining the firm’s existing facility in western Poland. South Korea’s growing economic interest in Eastern Europe comes as countries like Hungary and Czechia navigate increasingly complicated and tense relationships with China. Expect Moon’s visit to pave the way for closer economic ties between South Korea and Visegrad Group member states, especially as South Korea grows its dominance of the global battery supply chain. The Visegrad Group will likely welcome Korean foreign direct investment as they seek to strengthen their economies following the pandemic. While increased ties with South Korea are unlikely to provoke a Chinese reaction in the short-term, Beijing may counter with economic initiatives of its own should Korea gain too much regional influence in the long-term.

Russian security chief meets with CIA director in Moscow

 

A top Russian security official met the visiting chief of the Central Intelligence Agency on Tuesday, a rare encounter amid tensions between Moscow and Washington.

 

Nikolai Patrushev, the powerful secretary of the Kremlin's Security Council, met CIA Director William Burns in Moscow to discuss U.S.-Russian relations, Patrushev's office said in a statement without providing any details.

 

Ties between the two countries have badly frayed over Russia's interference with U.S. elections and 2014 annexation of Ukraine's Crimean Peninsula, its support for a separatist insurgency in eastern Ukraine, hacking attacks and other irritants. U.S. President Joe Biden and Russian President Vladimir Putin held a June summit in Geneva in an attempt to make relations between their nations more stable and predictable.

 

They agreed to launch consultations on arms control and cybersecurity while noting areas of continued disagreement. Speaking last month, Putin described relations with Washington as "quite constructive" and said he personally has developed "working, stable relations" with Biden. The Russian leader voiced hope that mutual interests would eventually help normalize U.S.-Russia ties.

 

Patrushev, a longtime close associate of Putin's, is considered one of Russia's most influential officials.
