Google to invest $1 bln in CME Group, agrees cloud computing deal
Alphabet Inc.’s Google has invested $1 billion in futures-exchange giant CME Group Inc. and struck a deal to move the company’s core trading systems to the cloud.
Under the deal, the technology giant’s Google Cloud unit would eventually power markets that handle trillions of dollars in trades each day. The companies said Thursday that their 10-year partnership would allow CME to bring on new users faster, streamline operations and develop new tools with Google technology, such as artificial-intelligence software for monitoring market risks. Cloud providers such as Amazon Inc., Google and Microsoft Corp. have been jockeying for position in the financial-services sector, which has been slower to adopt cloud computing than other industries. The reluctance stems in part from the tight regulatory oversight of banks and exchanges, as well as concerns over breaches of sensitive client data.
The CME deal gives Google Cloud a prize client in the sector. With a market capitalization of $79.2 billion, CME is the world’s most valuable exchange operator, a title it recently reclaimed from Hong Kong Exchanges & Clearing Ltd. The Chicago-based company runs an array of markets, from crude oil to gold to stock-market futures. Google Cloud is the fourth-largest cloud provider, taking 6.1% of global cloud-infrastructure revenues last year, according to research firm Gartner Inc. The biggest player is Amazon, whose market share last year was more than 40%, followed by Microsoft and Alibaba Group Holding Ltd. , Gartner data shows.
Alongside the cloud deal, Google made a $1 billion equity investment in nonvoting convertible preferred CME Group stock, the companies said. In an interview, Google Cloud Chief Executive Thomas Kurian called the investment “a reflection of our commitment to the transformation of the financial system, not just to one company’s infrastructure.”
Moving CME’s trading systems to the cloud will pose technical challenges beyond those of a typical corporate cloud project. Exchanges like CME handle a vast number of price quotes and trades, many submitted by high-speed trading firms accustomed to having the exchanges’ systems process orders in millionths of a second. And if an exchange goes down, it isn’t just an inconvenience, but can have ripple effects throughout the financial markets.
Despite such difficulties, exchanges have begun to dip their toes into cloud technology. Nasdaq Inc. said last year that it planned to move its markets to the cloud over the next decade. The New York-based company hasn’t yet said which tech provider it will use.
Amazon has also been eyeing the exchange business. The tech giant’s cloud-computing arm, Amazon Web Services, completed a pilot project last year with Singapore Exchange Ltd. and European market operator Aquis Exchange PLC to prove it was possible to run an exchange capable of handling ultrafast, high-volume trading on AWS technology.
CME will begin moving its technology infrastructure to Google Cloud next year, the companies said. Initially, the companies plan to focus on CME’s data and clearing services, which aren’t as sensitive to speed as the core trading systems. Clearing is the behind-the-scenes process of settling transactions and moving money between market participants after trades. Eventually, the plan calls for moving all of CME’s markets onto the cloud.
“I wanted to be under a technology umbrella that has the bandwidth to allow me to grow my business,” CME Chairman and Chief Executive Terrence Duffy said in an interview. “I’m good at transactional businesses, myself and my team. Google is really good at technology. I think it’s a marriage made in heaven.”

Authorities Arrest Analyst Who Contributed to Steele Dossier
Igor Danchenko, a Russia analyst who worked with Christopher Steele, the author of a dossier of rumors and unproven assertions about Donald J. Trump, was taken into custody as part of the Durham investigation.
Federal authorities on Thursday arrested an analyst who in 2016 gathered leads about possible links between Donald J. Trump and Russia for what turned out to be Democratic-funded opposition research, according to people familiar with the matter. The arrest of the analyst, Igor Danchenko, is part of the special counsel inquiry led by John H. Durham, who was appointed by the Trump administration to scrutinize the Russia investigation for any wrongdoing, the people said.
Mr. Danchenko, was the primary researcher of the so-called Steele dossier, a compendium of rumors and unproven assertions suggesting that Mr. Trump and his 2016 campaign were compromised by and conspiring with Russian intelligence officials in Moscow’s covert operation to help him defeat Hillary Clinton. The people familiar with the matter spoke on condition of anonymity because the indictment of Mr. Danchenko had yet to be unsealed. A spokesman for Mr. Durham did not respond to a request for comment.
Some claims from the Steele dosser made their way into an F.B.I. wiretap application targeting a former Trump campaign adviser in October 2016. Other portions of it — particularly a salacious claim about a purported sex tape — caused a political and media firestorm when Buzzfeed published the materials in January 2017, shortly before Mr. Trump was sworn in. But most of the important claims in the dossier — which was written by Mr. Danchenko’s employer, Christopher Steele, a former British intelligence agent — have not been proven, and some have been refuted. F.B.I. agents interviewed Mr. Danchenko in 2017 when they were seeking to run down the claims in the dossier.
The interview suggested that aspects of the dossier were misleading: Mr. Steele left unclear that much of the material was thirdhand information, and some of what Mr. Danchenko — who was born in Russia but lives in the United States — had relayed was more speculative than the dossier implied.
A 2019 investigation by the Justice Department’s inspector general sharply criticized the F.B.I. for continuing to cite material from the dossier after the bureau interviewed Mr. Danchenko without alerting judges that some of what he said had cast doubt on the contents of the dossier.
The inspector general report also said that a decade earlier, when Mr. Danchenko worked for the Brookings Institution, a prominent Washington think-tank, he had been the subject of a counterintelligence investigation into whether he was a Russian agent. In an interview with The New York Times in 2020, Mr. Danchenko defended the integrity of his work, saying he had been tasked to gather “raw intelligence” and was simply passing it on to Mr. Steele. Mr. Danchenko — who made his name as a Russia analyst by exposing indications that the dissertation of President Vladimir V. Putin of Russia contained plagiarized material — also denied being a Russian agent.
