guy is gonna talk about german legislation that gives hospitals a bonus when all ICU beds are filled - such that they ELIMINATE beds in order to get the bonus.

Concerned that the political will has created a permanent emergency situation w/gov't controls overriding rights.
He shows how hospitals manipulate the number of beds to take advantage of huge gov't subsidies. They lower the number of beds so it looks like corona cases are creating an emergency.
DETAILS:
There was never a time when the system was being OVERTAXED.
Number of beds is constantly being reduced.
Now there are 2500 fewer beds - done in a way that costs about 12-13 billion euros.
How did this happen?
Legislation enabled hospitals that had more than 70% of beds in use to claim a SUBSIDY. This incentivized them to REDUCE the number of available beds.
Aug 2020: there were 43000 emergency reserve beds
now - 23,000 emergency, 10000 regular beds
huge subsidies were given for creating "ICU beds."
For every new ICU bed, $50,000 euros was paid.
This is unbelievable.

GREEN plus GRAY = total beds. i think green = excess beds while dark gray = beds in use. He says light gray = corona patients. The number of corona patients never increased but the % did because the number of BEDS was DECREASED.
On the left, we see free beds 57 beds in April 2020.
first black vertical line shows the point when the emergency reserve system - number drops to 22 (or 35 - unclear).
Health Emergency Act in Aug 2020 - drops further, so that they are always at full capacity.
You can see how it is adjusted in order to keep the beds full and gain the SUBSIDY. Costs $15,000 for the hospital to put a breathalyzer next to the bed so it becomes "high care"; they get $50,000 for that.
SOMMERDA district - same pattern.
RESULT: Patients are turned away from the hospital bc of artificial "bed shortage" - NOT bc hospitals are "full".
Now the govt says the problem is a shortage of STAFF. Where did they go?
Could be they disappeared because the manipulations caused a situation where staff were grossly overworked.
