United Nations is Funding Assad Regime in Syria: No Way To Account For Its Funds

A senior humanitarian official on Sunday dismissed criticism that United Nations assistance to Syria is helping prop up the Damascus regime, saying that realism and the need to help those affected by the civil war shape the aid operations, not who is in power in a particular country.

Amin Awad, director of the Middle East and North Africa bureau at the UN High Commissioner for Refugees could not rule out UNHCR awarding contracts to close associates of President Bashar Al Assad.

Mr Awad took this stance despite criticism by independent academics that large sums had gone to Mr Assad’s innermost circle and their business networks, as the regime prevents aid from reaching parts of the population it regards as disloyal, having used siege warfare and bombing of residential areas to pacify them.

 

In a rare instance in which operational details on UN activities in Syria were revealed, a 2016 report by Dr Reinoud Leenders, then of King’s College London, said the UNHCR gave more than $7.7 million (Dh28.3m) to the Syria Trust charity, headed by Mr Assad’s wife, Asma, who is on US and EU sanctions lists.

With few other options at its disposal, Washington has been forced to threaten to withhold deliveries of F-35 fighters to Turkey in retaliation for Ankara's purchase of a batch of Russian-made S-400 anti-air missiles.

But with several more shipments of the anti-aircraft missiles due by the end of the summer, Turkish leader Recep Tayyip Erdogan isn't backing down. Rather, during remarks in the capital on Monday, he celebrated the arrival of the missiles, and said he would like to co-produce weapons with Russia, according to RT.

 

Speaking on the third anniversary of the failed coup attempt that set off one of the greatest purges in Turkish history, Erdogan promised that the newly-acquired S-400 weapons systems would be fully deployed in less than a year. Russian cargo planes began delivering the components on Friday, and more parts are expected to be delivered soon.

Epstein Safe Had 'Piles Of Cash', Diamonds And Expired Passport Claiming Saudi Residency

FBI agents who cracked open a safe in Jeffrey Epstein's Manhattan mansion discovered "piles of cash," dozens of diamonds and an expired passport from the 1980s under a different name that listed his residence as Saudi Arabia, according to the Daily Beast - which notes that it is unclear whether this is the same safe that contained nude or semi-nude photographs believed to be of underage girls.

"The passport was issued in the name of a foreign country, it was issued in the 1980s, it is expired, it shows a picture of Jeffrey Epstein, and another name," said Assistant US Attorney Alex Rossmiller.

It's also a different safe than the one allegedly in an 'off-limits' room on his private island in the Caribbean.

 

Federal prosecutors revealed the findings during a Monday bail hearing, for which US District Judge Richard Berman said he would announce a ruling on Thursday. Some of Epstein's accusers were present during the courtroom session to oppose his request for release on house arrest pending trial for sex-trafficking underage girls. Both federal prosecutors and a federal probation office have recommended against letting Epstein out on bail, suggesting that he is a flight risk who should remain detained.

Monday’s hearing follows a flurry of filings in which Epstein’s defense team and federal prosecutors dueled over whether the filthy-rich money manager would go on the lam if he was released.

The government argued that Epstein’s international connections and wealth—estimated at more than $500 million in a court document—meant it would be easy for him to get beyond the arm of the law.

Even if he didn’t turn fugitive, prosecutors argued, Epstein has a history of witness-tampering, including wiring $350,000 late last year to two alleged accomplices after the Miami Herald published its expose on his Florida plea deal. -Daily Beast

Epstein's attorneys have offered up a bail package which would allow the registered sex-offender and self-admitted pedophile to hang out at his palacial 21,000 sqft, $77 million 1930s Manhattan mansion while wearing a GPS monitoring device. He would also install surveillance cameras inside and out and deregister his cars and aircraft if released on bail "in an amount set by the court after reviewing additional information regarding Mr. Epstein's finances," according to the Daily Mail.

Prosecutors say Epstein's mansion "provides no value whatsoever" as collateral, "because the defendant would thus be likely to lose that property following a conviction."

JPMorgan Trading Revenues Miss Across The Board, Cuts Net Interest Income Outlook; Shares Slide

Just like yesterday's Q2 earnings season-opening report by Citigroup, JPMorgan beat on the top and bottom line, and the stock initially spiked higher. And just like yesterday, JPMorgan reported poor results in two core segments, with revenue in trading and investment banking missing expectations, hitting the stock. Finally just like Citi, JPM disappointed on Net Interest Income, cutting its NII guidance from $58 billion to $57.5 billion. The stock, just like Citi yesterday, initially jumped but then slumped lower as the second bank to report earnings left a bitter taste in investors' mouths.

First, the highlights. JPMorgan reported Q2 EPS of $2.82, and adjusted EPS of $2.59, which excluded $0.23 in income tax benefits, both of which beat the consensus estimate of $2.50, on "managed" revenue of $29.57BN, which also beat expectations of $28.9 billion, and was 4% higher than a year ago. Net income at the largest U.S. bank 16% rose to $9.65 billion from $8.32 billion. Net interest income was $14.5 billion, up 7.5% y/y, and in line with the estimated $14.56 billion.

 

And while JPMorgan paraded with its "Fortress balance sheet", what traders cared the most about was results from JPM's Corporate and Investment Bank, which disappointed as the main divisions missed expectations, to wit:

The venture capitalist and PayPal & Palantir founder made headlines on Sunday when he bashed "treasonous" Google for cutting ties with the US military while continuing its 'Project Dragonfly' - its plans for re-entering the Chinese market. He added that the US should investigate Google for possibly working with the Chinese military. Then, on Monday evening, Thiel appeared on Tucker Carlson and briefly shared his opinions about the crop of Democratic presidential contenders.

Trump Nominates Esper to Be Defense Chief, Succeeding Mattis

WASHINGTON—President Donald Trump asked the Senate on July 15 to confirm Mark Esper as the successor to former Defense Secretary Jim Mattis, who resigned in December 2018.

The moment the nomination was received by the Senate on July 15, Esper was required to step out of his role as acting defense secretary—a job he has held since June—until he is confirmed as the permanent secretary. He reverted to his previous position of Army secretary.

Esper took over as acting defense secretary in June, when Patrick Shanahan abruptly quit after having served as acting secretary since Mattis’s departure.

Filling in for Esper pending his confirmation is Richard Spencer, who has been the civilian leader of the Navy since August 2017. Thus Spencer, filling in for Esper as of July 15, is the third acting defense secretary this year.

Spencer’s tenure as acting secretary is expected to be brief. Esper will have his Senate confirmation hearing on July 16 and could be confirmed as early as July 18. Spencer would then return to the Navy.

 

As soon as he took the handoff from Esper, Spencer sent a brief letter to all military and civilian personnel of the Defense Department.

 

“While my time in this role is anticipated to be brief, I am fully prepared and committed to serve as acting Secretary of Defense, and I will provide continuity in the leadership of the department,” Spencer said.

He said U.S. allies and partners “can rest assured” that during this transition the Pentagon remains ready to meet its global commitments.

Spencer, a native of Connecticut, joined the Marine Corps after graduating from Rollins College in 1976. He served in the Marines until 1981 as an H-46 helicopter pilot, according to his official Navy biography.

He is a former Wall Street investment banker. For 10 years prior to becoming Navy secretary, he was managing director of Fall Creek Management, a private investment firm.

Jonathan Hoffman, the chief Pentagon spokesman, said although Spencer may hold the acting secretary job only briefly, he has the full authority and responsibility of the secretary of defense. Hoffman said David Norquist will continue as the acting deputy defense secretary, a role he has performed since Mattis’ departure.

 

If Esper is confirmed by the Senate this week, Norquist is expected to be nominated by Trump next week to be permanent deputy secretary.

House Oversight Committee Issued Conway a Subpoena over Alleged Hatch Act Violations

The White House on July 15 issued a strongly-worded response to the House Oversight Committee’s efforts to subpoena the president’s counselor, Kellyanne Conway, to testify in Congress over allegations that she had violated the Hatch Act.

 

“Today, Chairman Cummings and Democrats on the House Oversight Committee continued their purely political campaign to harass the President and his close advisors,” a statement by the press secretary on July 15 read.

The Office of Special Counsel (OSC), an independent federal ethics agency, on June 13 had publicized a report (pdf) accusing Conway of having “violated the Hatch Act by using her official position to influence the 2018 midterm elections and 2020 presidential election through both media appearances and social media.”

The Hatch Act prohibits federal employees from using their “official authority or influence for the purpose of interfering with or affecting the result of an election.”

The OSC then recommended that Conway be fired for having allegedly violated the Act. The OSC can make such recommendations but doesn’t have the authority to enforce them. The OSC is not to be confused with the office of former special counsel Robert Mueller’s investigation into Russian interference with the 2016 election, which held a similar name.

On June 26, the Democrat-led House Oversight and Reform Committee voted 25-16 to subpoena Conway to appear at a July 15 hearing to answer questions over alleged Hatch Act violations. She did not attend. She had earlier decided to not show up for a similar hearing on June 26.

 

Before adjourning the hearing, House Oversight Committee Chairman Elijah Cummings said that if Conway did not reconsider, the committee would convene a meeting on July 25 to hold her in contempt—a move that could lead to a lawsuit seeking to force her compliance.

“This is a clear cut case,” Cummings said on July 15. “We are not requiring her to testify about advice she gave the president or about the White House’s policy decisions.

“We are requiring her to testify before Congress about her multiple violations of federal law, her waste of taxpayer funds, and her actions that compromise public confidence in the integrity of the federal government,” he added.

Shortly after Cummings’ remarks, the White House reasserted that Conway, in her position as a senior adviser to the president, is immune to the subpoena.

The End of Prudence and the Triumph of Ideology in the Democratic Party

Steve Bullock, John Delaney, and Tim Ryan have two things in common.

Of all the Democratic presidential candidates, they alone oppose providing government-funded health care to illegal immigrants. They also stand virtually no chance of winning the Democratic primary election.

There’s plenty of space in which to disagree on issues. The problem is that Democratic candidates aren’t using that space at all. With only a few rather insignificant exceptions, they’re all huddled together in the furthest left corner of the stage.

Democratic leaders supported policies quite recently that the party as a whole won’t tolerate today. The Washington Post described this shift as “Obama without Obama-ism.” The New York Post declared, “Forget the Democratic Party of Bill Clinton: The party of Barack Obama is dead, taken over by the historically discredited mantra of socialism.”

The pressure on the Democratic presidential candidates to conform to policy positions that are extreme, relative to the consensus of the recent past, is alarming. Especially disturbing, though, is the political posture of refusing to exercise prudence in regard to difficult political questions. Instead, the party has largely surrendered to the dictates of ideological thinking, come what may.

 

Prudence Versus Ideology

Prudence is a rare virtue. Neither political party has a monopoly on it.

Aristotle described prudence as the preeminent virtue of the statesman, the most important quality one should look for in a political leader. Prudence is a kind of practical judgment, but it means much more than mere cunning.

Perhaps his most distinct quality, Aristotle says, is that the prudent man is able to deliberate about what is good and advantageous, “not in part, such as the sort of things that are conducive to health or to strength, but the sort of things that are conducive to living well as a whole.” Human flourishing, in other words, is more than the sum of all the positions in a political party’s platform.

In this sense, Marianne Williamson was not entirely crazy when she said in the last debate: “If you think we beat Donald Trump by just having all these plans, you’ve got another thing coming. Because he didn’t win by saying he had a plan. He won by simply saying, ‘Make America Great Again.’”

Indeed, Trump has kept his focus on a desire to see the whole country flourish, not just the coasts and cities. And that forgotten middle won him the White House in 2016. Meanwhile, Democrats keep doubling-down on identity politics, ever inventing new reasons to dice and divide Americans into subgroups.

Billionaire Thiel: Google ‘seemingly committing treason’ with Chinese military; calls for federal investigation into spies and more

 

Facebook investor and board member Peter Thiel is calling for an investigation into Google’s alleged support of the Chinese military.

 

At the National Conservatism Conference on Sunday, Thiel said the FBI and CIA need to ask Google three questions in a “not excessively gentle manner,” Axios reported exclusively on Sunday.

 

“Number one, how many foreign intelligence agencies have infiltrated your Manhattan Project for AI (artificial intelligence)?” Thiel reportedly asked, according to Axios. “Number two, does Google’s senior management consider itself to have been thoroughly infiltrated by Chinese intelligence?”

 

“Number three, is it because they consider themselves to be so thoroughly infiltrated that they have engaged in the seemingly treasonous decision to work with the Chinese military and not with the US military… because they are making the sort of bad, short-term rationalistic [decision] that if the technology doesn’t go out the front door, it gets stolen out the backdoor anyway?” Thiel said, according to Axios.

 

Google rejected the assertion that they work with the Chinese military.

Ebola's arrival in eastern Congo's main city of Goma severely raises the risk of the virus spreading if it takes root in this metropolis near the border with Rwanda, the World Health Organization (WHO) warned on Monday.

U.N. officials and donors met in Geneva to discuss how to tackle the world's second worst epidemic, which has infected 2,500 people and killed 1,655 in the lush farmlands of eastern Congo.

A toxic mix of armed militias and a deep-rooted mistrust of health officials by communities have hampered efforts to halt the virus.

Goma, a lakeside city more than 350 kilometres south of where the outbreak was first detected, got its first case on Sunday. That raised fears Ebola could accelerate into one of Africa's most densely populated areas and over the border to Rwanda.

"The case in Goma could potentially be a game changer in this epidemic," WHO Director-General Tedros Adhanom Ghebreyesus told the meeting. "It is a gateway to the region and the world."

The patient who brought Ebola to Goma was a priest who became infected during a visit to the town of Butembo, 200 kilometres north of Goma, where he interacted with Ebola patients, Congo's health ministry said in a statement.

He was taken back to a clinic in Butembo on Monday.

"Due to the speed with which the patient has been identified and isolated, as well as the identification of all bus passengers from Butembo, the risk of spreading to the rest of the city of Goma remains low," the ministry said.

WHO emergencies chief Mike Ryan said they had identified 60 contacts, including 18 who were on the bus with the priest, and half of them have been vaccinated.

 

Ebola workers under attack

Goma had been preparing for the arrival of Ebola for a year, setting up hand-washing stations and making sure mototaxi drivers do not share helmets.

"There is a grave risk of a major increase in numbers, or spread to new locations — as we've heard today in Goma," said Josie Golding, a specialist on epidemics at the Wellcome Trust global health charity.

Ebola causes diarrhea, vomiting and hemorrhagic fever and can be spread through bodily fluids. An epidemic between 2013 and 2016 killed more than 11,300 people in West Africa.

While the technology for fighting it, including vaccines and special treatment units, is better than ever, trust between health workers and the community is low — and militia violence is preventing them from accessing remote areas.

Unidentified attackers killed two Ebola health workers near Mukulia in North Kivu province over the weekend, the latest in a string of assaults this year that have injured or killed dozens of responders.

"Every attack gives Ebola an opportunity to spread. Ebola gets a free ride," Ghebreyesus said.

Apart from insecurity, the biggest challenge is money, officials said.

"If we don't raise more resources ... it is not going to be possible to bring this outbreak under control," the U.N.'s humanitarian chief Mark Lowcock told Reuters.

"The need is for money, not next week, or next month or later in the year. The need is for money now."
