A lot of the people Fox fired in the last 2 years, like Trish Regan, Gretchen Carlson and Diana Falzone, etc.
likely had to sign NDA's as they went out the door.
Those legal agreements meant they agreed never to say anything damaging or negative about Fox News in public.
Henry says he can legally get around those NDA's by subpoenaing these people and forcing them to testify involuntarily.
I'll bet some of them would LOVE to talk, but they're afraid of getting sued by the network for violating their NDA if they do.
So behind the scenes they may be urging Henry to subpoena them as 'hostile witnesses'. ;)
