I need this for Sebastian R L C reposting, but it's also nice for notables.
Previously these were posted as HTML encodes, because the library for decoding that I'm using doesn't support these kind of encodes, despite being used in professional environments.

Who the fuck thought this shit up.
In HTML there are Unicode Code Points, this is then converted to UTF-8 charset, which is then converted to the local charset I'm using, which is Unicode 16-bit BE or whatever.
And there is even a routine for converting Code Points, but it's limited to 2 byte size, and almost all emojis are 3.
Well they worked here all the time, but the encoding is fucked up, so I had problems with them in notables as well as reposting posts.
