Russian and Chinese military planes conducted joint exercises to patrol the Asia-Pacific region, Russia's defense ministry said on Tuesday, in a pointed farewell to U.S. President Joe Biden as he concluded an Asia trip that rankled Beijing.

 

The joint patrol lasted 13 hours over the Japanese and East China seas and involved Russian Tu-95 strategic bombers and Chinese Xian H-6 jets, the defense ministry said in a statement.

 

Japan's defense minister called the exercise a provocation, while a U.S. official said it revealed the depth of the two countries' cooperation.

New Home Sales Decrease Sharply to 591,000 Annual Rate in April

 

The Census Bureau reports New Home Sales in April were at a seasonally adjusted annual rate (SAAR) of 591 thousand.

 

The previous three months were revised down. Sales of new single‐family houses in April 2022 were at a seasonally adjusted annual rate of 591,000, according to estimates released jointly today by the U.S. Census Bureau and the Department of Housing and Urban Development. This is 16.6 percent below the revised March rate of 709,000 and is 26.9 percent below the April 2021 estimate of 809,000.New home sales are now below pre-pandemic levels.The months of supply increased in April to 9.0 months from 6.9 months in March.

 

The all-time record high was 12.1 months of supply in January 2009. The all-time record low was 3.5 months, most recently in October 2020. This is well above the top of the normal range (about 4 to 6 months of supply is normal). "The seasonally‐adjusted estimate of new houses for sale at the end of April was 444,000. This represents a supply of 9.0 months at the current sales rate." In April 2022 (red column), 53 thousand new homes were sold (NSA). Last year, 74 thousand homes were sold in April.

 

The all-time high for April was 116 thousand in 2005, and the all time low for April was 30 thousand in 2011.

 

This was well below expectations, and sales in the three previous months were revised down sharply.

Solid 2Y Auction Stops Through Despite Plunge In Yields

 

In a day when yields are plunging, just as we said they would now that the head and shoulders formation is obvious for all to see-in muh 10 year moments ago the US Treasury sold $47BN in 2Y paper in an auction which many thought would bomb due to the collapse in yields ahead of the sale. It didn't, and instead, pricing at a high yield of 2.526%, the auction stopped through the When Issued 2.526% by 0.7bps. More importantly, this was the first decline in the 2Y high yield since July 2021. The Bid to Cover was average, printing at 2.61, below last month's 2.74 but just above the six-auction average of 2.59.

 

The internals were also solid: while Indirects dropped from 66.0% to 62.6%, they were still one of the highest on record and well above the recent average of 59.9%-"Mrs Watanabe" here . Hungary’s MOL prepares to move away from Russian oil

 

Hungary’s biggest energy company is preparing its oil refineries to process non-Russian oil, a sign that Budapest may eventually come around to backing an EU embargo on Russian crude despite weeks of resistance.

 

MOL, which owns three oil refineries in central and eastern Europe, has asked its engineers to make plans for how to run them without Russian oil, the company’s downstream production director Zsolt Huff said on Thursday.

 

“We need to rebuild the plane while flying,” Huff told reporters in Budapest. “That is the process that we have to plan precisely now.” He said MOL, which is partly owned by the Hungarian state, must “prepare for the worst scenario now, in which we can only process seaborne [light] crude”. A portfolio of 15 projects under preparation would be shown to the company’s board in about two months and work could start if the projects were approved, said Huff. The company wanted to decide its investments this year but was not yet fully committed to a change, he added.

 

Hungary has so far blocked attempts by the EU to impose an embargo on all Russian oil supplies, whether brought by pipeline or via tanker, as part of the bloc’s latest round of sanctions against Moscow for its war in Ukraine. The landlocked central European nation is demanding a full exemption for the oil it gets by pipeline from Russia.

 

Overhauling Hungary’s oil infrastructure to handle crude from elsewhere could cost up to €18bn, foreign affairs and trade minister Péter Szijjártó estimated this week, adding that the EU would have to help Budapest to pay.

 

The European Commission is determined to cut the EU’s dependency on Russian fossil fuels, as part of its response to President Vladimir Putin’s invasion of Ukraine, but it has offered much less funding than Hungary desires. This week, it allocated about €2bn to help Hungary and other landlocked states to access alternative supplies.

 

However, talks between the commission and Hungary aimed at winning its support for the oil ban have proceeded sluggishly, prompting some officials to speculate that the matter could end up being discussed at leaders’ level at an upcoming European Council late this month.

 

MOL has spent decades and billions of dollars on infrastructure to process Russian Ural-type crude, a market advantage that has boosted its recent profits as the price gap grew between Russian oil and more expensive Brent crude.

U.S. Will Start Blocking Russia’s Bond Payments to American Investors

 

The Biden administration will start blocking Russia from paying American bondholders, increasing the likelihood of the first default of Russia’s foreign debt in more than a century.

 

An exemption to American sanctions has allowed Russia to keep paying its debts since February. But that carve out will expire on Wednesday, and the United States will not extend it, according to a notice published by the Treasury Department on Tuesday. As a result, Russia will no longer be able to pay interest it owes on billions of dollars in debt held by American investors. As a result, Russia will be unable to make billions of dollars of debt and interest payments on bonds held by foreign investors. Biden administration officials had debated whether to extend what’s known as a general license, which has allowed Russia to pay interest on the debt they sold, but officials ultimately determined that a Russian default would not have a significant impact on the global economy and allowed it to lapse. Treasury Secretary Janet L. Yellen said at a news conference last week that the exemption was created to allow for an “orderly transition” so that investors could sell securities. It was always intended to be for a limited time, she said. She noted that Russia’s ability to borrow has already essentially been cut off. “If Russia is unable to find a legal way to make these payments, and they technically default on their debt, I don’t think that really represents a significant change in Russia’s situation,” Ms. Yellen said. “They’re already cut off from global capital markets, and that would continue.”

 

Although the economic impact of a Russian default might be minimal, it was an outcome that Russia had been trying to avoid and represents an escalation of U.S. sanctions. Russia has already unsuccessfully attempted to make bond payments in rubles and has threatened to take legal action, arguing that it should not be in default if it is not allowed to make payments.

Gov. Newsom Warns Californians of Mandatory Water Restrictions Amid Worsening Drought

 

California Gov. Gavin Newsom has called on water associations to take “aggressive actions” to increase water conservation and warned that mandatory water restrictions may lie ahead this summer if the state does not significantly cut down its consumption. Newsom made the comments during a meeting with leaders from the state’s largest urban water suppliers—including those covering Los Angeles, San Diego, and the San Francisco Bay Area—and water associations on May 23 amid worsening drought conditions. “Every water agency across the state needs to take more aggressive actions to communicate about the drought emergency and implement conservation measures,” Newsom said. “Californians made significant changes since the last drought but we have seen an uptick in water use, especially as we enter the summer months. We all have to be more thoughtful about how to make every drop count.” Newsom also called on water suppliers to “better engage” their customers to ensure all Californians are attempting to save water in the state. In July 2021, the Democratic governor declared a drought emergency and called on Californians to voluntarily reduce their water use by 15 percent. But by the end of March 2022, the state had failed to meet that goal and Newsom issued an executive order asking local agencies to increase their response to the ongoing drought, the governor’s office said.

 

On May 24, California’s State Water Resources Control Board, under direction from Newsom, is set to vote on a statewide ban on “watering of non-functional turf in the commercial, industrial and institutional sectors” according to Newsom’s office. It will also vote on regulations that would require local agencies to implement water use restrictions amid a potential 20 percent decline in supplies because of extreme weather. If approved by the board, every city in the state will be covered by the regulations directing decreased water usage.

Federal Reserve Bank of Atlanta President Raphael Bostic has cracked open the door to discussing a September pause in the central bank’s aggressive rate hikes a move that will only be on the table if inflation falls more than expected over the summer. The Federal Open Market Committee is expected to raise interest rates by a half point in June and July, boosting its policy rate to a 1.75% to 2% target range. That would lift it to the lower edge of the Fed’s estimate of the neutral rate that neither stimulates nor restricts growth. By September, the Fed will also be shrinking its balance sheet by $95 billion a month, which is a second tool that officials are using to tighten policy. yes and the unfortunate thing about the coming restrictions is that what they do by announcing that it is coming that makes people cut back NOW and then when they do start actually rationing (or charging you extra) it will be based on the usage prior to said restrictions being imposed so if you cut back now you are only screwing yourself later.

US Durable Goods Orders Disappoint In April

 

Amid a slew of dismal US macro data, analysts expected durable goods orders to continue to rise in preliminary April data and it did but less than expected. US Durable Goods Orders rose 0.4% MoM, less than the +0.6% MoM expected and a notable slowdown from March's +1.1% MoM (which was also revised down to a 0.6% MoM rise). Orders remain up 9.9% YoY...Ex-Autos were even worse, with orders rising just 0.3% MoM (below the +0.6% MoM expectation).

 

The value of core capital goods orders, a proxy for investment in equipment that excludes aircraft and military hardware, climbed 0.3% (less than the +0.5% MoM expectation) after a 1.1% gain a month earlier.

 

Shipments were better than expected, up 0.8% MoM as the supply chain bottlenecks catch up.

 

As Bloomberg notes, the figures suggest companies are adhering to capital expenditures plans as they seek to enhance productivity to ease the burden of high inflation and a tight labor market. It’s less clear, however, whether businesses later this year will reconsider the current pace of investment in the face of higher interest rates and an anticipated cooling of economic activity.

The Air Is Coming Out Of The Housing Bubble

 

New single-family home sales plunged by 16.6% from March and were down 26.9% year on year. New home sales dropped to the lowest level since the lockdown in April 2020.

 

New home sales are often viewed as a leading indicator of the state of the overall housing market. The unsold inventory of new homes spiked by 34,000, a historic month-to-month leap. There were 440,000 unsold new homes (seasonally adjusted), the highest level since May 2008 in the midst of the housing bust. Both, the month-to-month and year-over-year increases in unsold new homes were the largest leaps ever recorded, both in numbers of unsold houses and in percentage terms.

 

The biggest drop in new home sales occurred in the under-$400k price range, indicating that high prices and rising mortgage rates are squeezing middle-class Americans out of the housing market. The Mortgage Bankers Association (MBA) data for April 2022 shows mortgage applications for new home purchases decreased 10.6% compared to a year ago. Compared to March 2022, applications decreased by 14%.

 

The Federal Reserve blew up this housing bubble when it artificially suppressed interest rates and bought billions of dollars in mortgage-backed securities. Now the central bank has pricked the bubble by allowing rates to rise ever-so-slightly.

Rates continued to fall as the Fed pivoted back to quantitative easing and then dropped through the floor with the rate cuts and QE infinity in response to the coronavirus. The big spike in mortgage rates we’re seeing today started as the Fed began talking up monetary tightening to tackle raging inflation.
