Japan's national debt tops 10m yen per capita for first time

 

Japan's government debt per capita surpassed 10 million yen, or roughly $75,000, for the first time at the end of June, data released Wednesday shows, as Tokyo poured money into tackling both the coronavirus pandemic and inflation.

 

Total outstanding bonds and borrowing reached a record 1,255.19 trillion yen ($9.43 trillion), up 13.9 trillion yen from the previous quarter. Based on the government's population estimate of 124.84 million as of July 1, this works out to 10.05 million yen per person -- nearly double the fiscal 2003 figure. Though tax revenue hit an all-time high of 67 trillion yen last fiscal year as corporate earnings recovered, this growth was outpaced by rising spending.

 

Low rates have helped to hold down the cost of interest payments, but Japan's heavy reliance on debt means that a future rise in interest rates could prove painful. Outstanding long-term debt, which must be repaid from tax revenue, dipped to 1,010.42 trillion yen 6.7 trillion yen less than at the end of March owing largely to repayments of previously issued bonds. Japan's 2.7 trillion yen fiscal 2022 supplementary budget passed in May to combat rising prices was funded entirely through deficit-covering bonds. The Finance Ministry estimates the outstanding balance of general bonds will reach 1,029 trillion yen at the end of fiscal 2022, while total borrowing grows to 1,411 trillion yen. Major Western economies also are spending heavily to rein in the pandemic and inflation, but Japan's debt load remains an outlier at more than twice the country's gross domestic product.

How will SoftBank cut its stake in Alibaba without selling shares?

 

SoftBank Group Corp (9984.T) is set to post a gain of $34.1 billion by reducing its stake in Alibaba Group Holding (9988.HK) from 23.7% to 14.6%. But the Japanese conglomerate will not sell its shares directly in the market. It is using a complex security called "prepaid forward contracts," which is a derivative largely used by investors. A prepaid forward contract is a type of derivative contract that allows an investor to hedge risks associated with an equity investment in a company. The contract involves a floor and a cap price, limiting investors' exposure to that price range. To settle the contracts, investors can either pay financial institutions in cash or hand the physical shares. "If the stock goes down in value below the floor, the investor is protected from that depreciation. On the other hand, if the stock appreciates above the cap, the investor doesn't participate in that upside," said David Martinez, an associate at law firm Clifford Chance. Prepaid forward contracts are widely used by investors who want to monetize positions without actually selling the stocks, said Gareth Old, a partner at Clifford Chance. To advance the money, financial institutions use the floor price of the range and apply a discount rate. Prepaid forward contracts also offer some fiscal advantages, as investors only have to pay taxes on capital gains when the contract is settled. SoftBank decided to hand 242 million shares in Alibaba to financial institutions because equity market conditions are challenging for a direct sale of the shares.

 

SoftBank also said the physical settlement would eliminate concerns about future cash outflows, reduce costs related to those contracts, and shore up its defenses against the market downturn. The Japanese conglomerate stands to gain $34 billion from unrealized gains and also from the physical settlement.

 

"Obviously, they want cash," said Bo Pei, senior equity research analyst at U.S. Tiger Securities. "The whole technology sector is down like 30%-40%. SoftBank has historically been heavily invested in these areas, and now they need cash."

Straddle (moar commonly known) vs Collar (what this is and privately executed)

This (collar) is different to what is more commonly known as a straddle-a straddle in options-speak is a long (call) and short (put) purchase at the same price and expiration date-you are playing both sides and what you hope for is a big movement both ways so you can time your exit to take advantage of both movements-and they only work if it moves quite a bit above or below the strike price (share price you have selected) but still capture both movements-the trick on that is not to be over-exposed on the wrong side i.e.if you are heavier in calls (long side) and it drops you may just wipe out anything you may potentially gain with the puts as your hedge had with the short (put) so it's a tough one to get right consistently-they typically work best with longer duration expirations as you have time to allow the equity to move up and down while still having the time to execute both transactions.

This is exactly what Bernie Madoff said he was doing-with a slight variation-all the time-he added in different strike prices (split-strike straddle) and it was complete bullshit as no-one (without insider information) is gonna get this right all the time and generate billions he said he was.

 

What Is a Collar?

A collar, also known as a hedge wrapper or risk-reversal, is an options strategy implemented to protect against large losses, but it also limits large gains.

 

An investor who is already long the underlying creates a collar by buying an out-of-the-money put option while simultaneously writing an out-of-the-money call option. The put protects the trader in case the price of the stock drops. Writing the call produces income (which ideally should offset the cost of buying the put) and allows the trader to profit on the stock up to the strike price of the call, but not higher.

Unification Church ties loom over Kishida's new Cabinet

 

Lawmakers’ ties to the controversial religious group known as the Unification Church will likely continue to cast a shadow over Prime Minister Fumio Kishida’s new Cabinet, which was launched Wednesday. With the administration seen facing difficulties sorting out the problem anytime soon, a former Cabinet minister said that public support for the Kishida Cabinet “is unlikely to go up.” “Regarding relations with an organization that is believed to be socially problematic, we need to be very careful so as not to arouse suspicion among the public,” Kishida told a news conference held Wednesday after the launch of the new Cabinet, referring to the Unification Church. In the selection of ministers for his new Cabinet and new executives of his ruling Liberal Democratic Party, Kishida focused on whether candidates have any links with the Unification Church.

 

Before the reshuffle, Deputy Chief Cabinet Secretary Seiji Kihara, a close aide to Kishida, was tasked to examine in advance whether candidates for ministerial posts have links with the religious group. Seven ministers before the reshuffle who were found to have had links with the Unification Church, such as receiving election support from or sending a congratulatory telegram to the group, were not allowed to stay in the new Kishida Cabinet. One of those ousted was former defense minister Nobuo Kishi, the younger brother of former Prime Minister Shinzo Abe, who was fatally shot last month. But some in the reshuffled Cabinet were also confirmed to have had relations with the group.

 

Internal Affairs and Communications Minister Minoru Terada, who was given a ministerial post for the first time, was found on Wednesday to have paid a fee of ¥20,000 to a meeting of a group affiliated with the Unification Church in 2018. Akihiro Nishimura, the new environment minister, said he had not been aware the church was involved in an event he had previously attended, thinking it was a “conservative forum.” Naoki Okada, appointed regional revitalization minister in his first Cabinet posting, said that a local secretary had attended an event of a group related to the church, while Chief Cabinet Secretary Hirokazu Matsuno said that a local secretary of his deputy Seiji Kihara had done the same. Meanwhile, Katsunobu Kato, who returned to his former post as health minister, and Daishiro Yamagiwa, who retained his post as economic revitalization minister, both admitted to having previously paid “membership fees” to organizations affiliated with the church. At Wednesday’s news conference, Kishida said that he picked only those who promised to check their ties with the Unification Church and conduct a strict review based on the survey results as members of his new Cabinet. A source related to the LDP said that more party lawmakers will likely be found to have links with the Unification Church.

 

Koichi Hagiuda, former industry minister, was moved to the pivotal post of LDP policy chief, despite earlier revelations that he had given a speech at an event related to the church. When asked at a news conference Wednesday if he would sever all ties with the group, Hagiuda said, “for our part, we will continue to make a clear distinction (between the party and church).” The latest Cabinet reshuffle was closely watched as Kishida, who took office in early October last year, paved the way for a long administration after leading the LDP to a victory in last month’s Upper House election. The controversy over the church, now formally known as the Family Federation for World Peace and Unification, began after Abe’s killer told investigators that his mother’s donations to the religious group had ruined their family’s fortunes and he held a grudge against it.

 

Kenta Izumi, leader of the main opposition Constitutional Democratic Party of Japan, criticized the reshuffling, calling the new Cabinet lineup a “coverup” for the Unification Church controversy. “Despite (the LDP) saying it would conduct an impartial review, they have not clarified the links between many lawmakers and the church, which does not inspire public trust,” Izumi said. Yellen tells IRS not to increase middle-class audits if it gets more funding

 

-U.S. Treasury Secretary Janet Yellen told the Internal Revenue Service on Wednesday that if the Inflation Reduction Act became law additional IRS resources should not be used to increase audit rates on taxpayers making under $400,000 a year. The legislation, which passed the Senate over the weekend with no Republican support, increases the IRS budget by about $80 billion over 10 years.

 

Democrats say beefing up IRS enforcement will increase tax collection and help pay for the $430 billion bill, which tackles climate change and lowers prescription drug costs for seniors, among other provisions. Current State of the Housing Market

 

This is a market overview for mid-August-cap #5

 

Refinance activity has all but vanished, and purchase activity is down significantly year-over-year (YoY) This has led to significant layoffs in the mortgage industry. For example, LoanDepot has reduced staff by 35% this year, with further layoffs planned: "We have already made significant progress … reducing headcount from approximately 11,300 at year-end 2021 to approximately 8,500 at the end of June, 2022, to approximately 7,400 at the beginning of August 2022. We are accelerating our execution of the plan and expect to end the third quarter of 2022 with headcount below our previously stated year-end goal of 6,500.”

 

However, this will not be like the lender implosion following the housing bubble, since the quality of recent loans - and the structure of the industry - is very different from the bubble years. Here is a graph Cap#1of the Mortgage Bankers Association’s (MBA) refinance index showing the index is near the lowest level since the year 2000.

Inventory is Housing’s Crystal Ball.

The NAR reported inventory was up 2.4% year-over-year in June. Other sources, such as Altos Research and Realtor.com, indicate active inventory is currently up 30% YoY. The early local market reports for July show inventory up over 46% YoY for these markets! These same markets were up 20% YoY in May, so the NAR report for July will show further increases in inventory. It is important to realize inventory is both increasing and still very low. Here is a graph from Realtor.com’s July Housing Trends Report. This shows their estimate of active inventory over the last six years. Currently inventory is rising, but still far below normal. Since inventory was declining rapidly for most of 2020, and it is very likely that inventory will be up in August or September compared to 2020. Altos inventory data of the trend comparing to 2019, 2020 and 2021. The blue line (compared to 2021) shows inventory is up YoY, but growth has slowed recently. The red line compares to 2020, and inventory will be up compared to 2020 by September. The dashed purple line is compared to 2019, and this will be the key comparison for inventory. For new homes, there are a record 6.2 months of homes under construction - well above the normal level (total inventory is at 9.3 months, but that includes homes not started). This elevated level of homes under construction is due to supply chain constraints. However, there are still very few completed homes for sale.

 

And for housing starts there are a record 1.665 million units under construction. This eclipses the previous record of 1.680 million units that were under construction (mostly apartments in 1973 for the baby boom generation). Reported house price growth is still very strong, but the Case-Shiller National Index has started to show a slight deceleration to 19.7% in May. The recent slowdown will take some time to show up in the price indexes, see: When will House Price Growth Slow? The Case-Shiller index is a three-month average of closing prices, so “May” prices are for sales that closed in March, April and May. A few of those contracts were probably signed in January!

 

We have to be patient waiting to see the impact on house prices of the slowdown in sales due to the significant data lags. Meanwhile, Altos Research CEO Mike Simonsen noted this week that “prices reductions” are above normal. And he expects 40% of properties will see price reductions by September.-(right around the time the the next CPI data comes out giving the final "all clear" signal) We are seeing declines in both new and existing home sales due to higher mortgage rates. The NAR reported sales in June were at “a seasonally adjusted annual rate of 5.12 million. Year-over-year, sales dropped 8.6% (from 5.92 million in June 2021). Sales that closed in June were likely signed in April and May, and with higher mortgage rates in June, I expect sales to decline further in July. The local market reports released so far suggest a further significant decline in closed sales in July. The approval rating for Prime Minister Fumio Kishida’s Cabinet has risen to to 54.1% after a reshuffle aimed at reviving sagging public support amid intense scrutiny over his ruling party’s links with a controversial religious group, a Kyodo News survey showed Thursday. The support rate in the two-day nationwide telephone survey from Wednesday, when the Cabinet was reshuffled, came after its approval rating dropped to a worst-ever 51.0% in the previous poll conducted on July 30 and 31.

 

The survey also found that 84.7% of respondents said politicians must cut their ties with the Unification Church and any affiliated group. Kishida has said he has asked all ministers to “check and strictly review any links to the group in question to avoid public doubts and appointed only those who have agreed to do so.” The church has drawn attention over problematic practices such as so-called spiritual sales, in which people are talked into buying jars and other items for exorbitant prices. It is now under renewed spotlight following the killing of former Prime Minister Shinzo Abe last month after his assailant cited a grudge against the church.

Tokyo stock index hits 7-month high as concerns over U.S. economy ease

 

The Nikkei index hit a nearly seven-month high Friday morning as concerns over inflation in the U.S. economy receded following weak economic data.

 

The 225-issue Nikkei Stock Average rose 660.66 points, or 2.37 percent, from Wednesday to 28,479.99. The broader Topix index was up 35.37 points, or 1.83 percent, at 1,969.02. Japanese financial markets were closed Thursday for a national holiday. (this is it's reaction to our CPI#s from Weds-it was closed Thursday)

 

On the top-tier Prime Market, gainers were led by precision instrument, electric appliance, and oil and coal product issues. In the currency market, the U.S. dollar was firm in the lower 133 yen range following an overnight rise in long-term U.S. Treasury yields. At noon, the dollar fetched 133.44-45 yen compared with 132.92-133.02 yen in New York at 5 p.m. Thursday. The euro was quoted at $1.0309-0313 and 137.56-63 yen against $1.0314-0324 and 137.34-44 yen in New York late Thursday afternoon. Stocks gained sharply from the outset, tracking overnight gains in the Dow index, as weaker-than-expected U.S. consumer and producer price indexes for July eased inflation concerns, brokers said. "Weak data fanned expectations that inflation has peaked in the United States and that the Federal Reserve, therefore, will not raise interest rates aggressively," said Maki Sawada, a strategist in Nomura Securities Co.'s investment content department. SoftBank Group surged 365 yen, or 6.9 percent, to 5,680 yen after the company said Thursday it will cut its stake in China's Alibaba Group Holding Ltd. to increase its cash reserves. (The short bus clearing out of that one-let's see it lost $23B on it's recent qtrly announcement, it's basically forced to do a complicated derivatives swap to offload 9.1% of Alibaba becasue it desperately needs the cash-it will realize $34B from that transaction alone-and they (the "expurts") are buying the 'inflation is contained' narrative...perfect recipe to for a rally...derp!)

 

Among Prime Market issues, advancing issues outnumbered decliners 1,603 to 208, while 26 ended the morning unchanged.
