I would tentatively say it is an ancient god statue, but there are a few to choose from. While I am workfagging, I will be looking at various statues until I get a close match. Sumerian Enki is currently the closest, but I am not confidant. Inanna would be viable, bit I am not finding any with the arms down. Still looking, though.
