I’ve always thought that the gold dome structure itself was a heavy metal wire frame skinned in a light gold colored fabric. I think it was used to hide and protect communication equipment that’s now be taken down by him or neutralized by our guys. Think about the fabric skin used in Doppler radar domes. Similar concept. Enough cover to hide and protect, but thin enough to transmit through.
It’s also on the highest point of the island, where you’d want to mount Sat and other com gear. He may have even had a microwave dish under there as a datalink/internet link using line of sight from a provider on the more populous islands.
