It is an individual's right to bear arms.

In the military, a soldier is issued a weapon. A soldier does not bring his own weapon, one that he purchased himself.

The weapon that he is issued is kept in an armory and stored there until he is in a situation where he might need it. He uses his weapon id to access his assigned weapon.

The armory has a guard and/or is locked up.

The idea of a militia is that patriots who possess their own weapon, can be called upon to act if a situation warrants it.
