Technical question. Does law enforcement wait until a deal goes down before they make a bust to get the cash (and the dealers)? If they bust the dealers with the dope they keep it off the street and still make the bust, but no money, and have to destroy the dope. With the asset forfeiture laws incentivizing cash seizures to buy more LE toys, seems like they would tend to wait until the deal goes down. If that is indeed the case, it seems counterproductive.
