Yes, building a group of trusted bakers and a process for identifying them is the linchpin.

Given the opaque nature of the chan backend, some potential bakers never stepped up especially as the shill level increased. I saw previous posts to this effect in addition to myself.

If we could recruit and vet a baker army and streamline the check process, we could offload some of BO burden.
