Truth is, value of blackmail is relative to what society considers acceptable versus perverted. Society has been gradually conditioned to accept more and more degraded behavior.
In other words, blackmail material will be successful to the extent that its public exposure would destroy the blackmailee's career in the court of public opinion, in a manner that's sufficient to enable the blackmailer to manipulate their behavior.
