That is an outright lie given away by your use of language, and there is no outer sheath to the bundle. 4 wires/2 balanced circuits.

Another outright lie. You don't "step-down" 110 VAC to 5VDC, you have to rectify and regulate it. That's what power supplies do.

 

And yes, it is not uncommon to have multiple hot legs sharing neutrals. Look at any common home load center (breaker box) and you will see. Except that the ground fault and arc protection more recently required by code need balanced circuits.
