Flight times sag significantly with private drones when the camera is in use. Between launch, ingress, video footage, egress and recovery a hobby drone is unlikely to be the one used in this case.

Correct. Those require FAA Part 107 licenses...or military training.

The wind wasn't in excess of the limits for THAT drone, yes. It was in excess of the limits of capability for all but a handful of hobby drones. They will not fly, shoot video and remain stable long enough to launch/recover.

 

The drone in use here is more high-powered technology.
