This seems unlikely. Even if he didn't write it, as a lawyer RM would have read it and prepared prior to the hearing.
More likely would be that he was avoiding questions while trying to distance himself from the report.
The wide acceptance and quick adoption of the "Mueller Is Stupid and Didn't Write the Report" does not make sense to this anon.
