Collins is first GOP senator to back bill requiring campaigns report foreign assistance offers to FBI

Sen. Susan Collins (R-Maine) is signing onto a bill to require campaigns to report foreign assistance offers to the FBI, giving the legislation its first GOP supporter.

"Russia’s efforts to interfere in our elections remain relentless. I’m proud to join Sen. @MarkWarner in cosponsoring the bipartisan FIRE Act to require presidential candidates to immediately call the FBI if they are contacted by a foreign power attempting to target our elections," Collins tweeted on Tuesday.

Sen. Mark Warner (D-Va.), the bill's sponsor, announced earlier Tuesday that Collins had signed onto the bill, saying that Congress needed "to make it clear for presidential campaigns going forward: if a foreign power contacts you attempting to interfere in our elections, you call the FBI."

 

But her support comes as election security legislation has emerged as an increasingly partisan fight in the Senate. Republicans have blocked attempts by Democrats to pass House bills, arguing that they are meant to politically benefit Democrats.

Majority Leader Mitch McConnell (R-Ky.) blasted his critics on Tuesday accusing them of “lying” and “modern-day McCarthyism.” Minority Leader Charles Schumer (D-N.Y.) fired back that the GOP leader should bring a bill up for a vote if he didn’t like the criticism.

Under Warner's bill, campaign officials would have to report contacts with foreign nationals who are trying to make campaign donations or coordinate with the campaign to the Federal Election Commission, which would, in turn, notify the FBI.

The proposal shot into the spotlight after President Trump suggested he would be open to accepting information on a political opponent from a foreign government.

“OK, let’s put yourself in a position: You’re a congressman, somebody comes up and says, ‘Hey I have information on your opponent.’ Do you call the FBI? You don’t,” Trump told ABC News last month.

Trump says Washington Post should apologize to McConnell over 'Russian asset' column

 

President Trump on Tuesday said The Washington Post should apologize to Senate Majority Leader Mitch McConnell (R-Ky.) after it published an opinion piece titled "Mitch McConnell is a Russian asset" that criticized the senator's opposition to election security legislation.

"I think the Washington Post is a Russian asset by comparison," Trump told reporters as he left the White House for a trip to Virginia.

 

"Mitch McConnell loves our country. He's done a great job," Trump added, noting that he did not read the piece.

"If they actually said that, that Mitch McConnell is an asset of Russia, they ought to be ashamed of themselves, and they ought to apologize."

 

In an attempt to distance McConnell from the headline, the president asserted that the majority leader "is a man that knows less about Russia and Russian influence than even Donald Trump, and I know nothing."

Trump also praised McConnell, who is up for reelection in 2020, for his work getting conservative judges confirmed in the Senate.

The column, penned by Dana Milbank, slammed McConnell for blocking Democratic-backed election security bills that would strengthen protections against foreign attacks on U.S. elections.

McConnell has come under furious criticism over the issue, which he responded to Monday with a fiery speech on the Senate floor. He compared the attacks against him to “modern-day McCarthyism.”

"I was called unpatriotic, un-American and essentially treasonous by a couple of left-wing pundits on the basis of bold-faced lies. I was accused of aiding and abetting the very man I’ve singled out as an adversary and opposed for nearly 20 years, Vladimir Putin,” McConnell said.

The Senate has passed two election-related bills this year but the GOP-controlled chamber has not brought up sweeping legislation offered by House Democrats. Republicans and White House officials have argued they've acted sufficiently to address election security concerns.

Trump frequently criticizes both the Washington Post and its owner, Amazon founder Jeff Bezos.

Trump says he is the 'least racist person anywhere in the world

President Trump on Tuesday said he has no regrets over his attacks on House Oversight and Reform Committee Chairman Elijah Cummings (D-Md.) and the city of Baltimore, which have renewed accusations of racism against the president.

During his first session with reporters since launching the attacks, Trump said people in “corrupt” Baltimore are “living in hell” and insisted his comments have nothing to do with race.

 

“I’m the least racist person there is anywhere in the world,” Trump told reporters at the White House before traveling to Jamestown, Va.

The president again lashed out at the Rev. Al Sharpton, who has emerged as a vocal critic of his attacks against minority lawmakers, calling him a “racist.”

Trump’s targeting of Cummings, a powerful black congressman who has served for more than two decades, followed his days-long assault of four freshman Democratic congresswomen, known as the “Squad.”

Trump doubled down on blaming Cummings for the condition of some impoverished areas of Baltimore, alleging that billions of dollars were “stolen” and that the Maryland congressman has “been in charge,” even though he is not involved in city government.

The president said Cummings should use his committee, which has focused on investigating the Trump administration and his family businesses, to instead look into alleged wrongdoing in his own the city.

“No, I think I’m helping myself because I’m pointing out the tremendous corruption that’s taken place in Baltimore and other Democratic run cities,” the president said when asked if he could hurt himself politically by targeting Cummings.

Without citing specifics, Trump said that he has “received more phone calls” than on any other issue previously from Baltimore residents who have expressed gratitude for his comments.

“They’re largely African-American...They really appreciate what I’m doing and they’ve let me know it,” the president said.

Trump’s attacks, which have stretched on for weeks, have prompted accusations that he is targeting well-known minority lawmakers and public figures in order to fire up his base ahead of next year’s election.

The comments will likely provide fodder for his potential 2020 Democratic opponents who are debating the next two nights in Detroit, a majority-black city located in a state Trump narrowly won in 2016.

House GOP fears retirement wave will lead to tsunami

House Republicans plotting to win back their majority in Congress fear they are on the brink of a massive wave of retirements that could force them to play defense in a high-stakes presidential election year.

Three House Republicans said last week they would not seek another term next year, catching party strategists off guard. Those announcements came earlier than in a typical election cycle, when members who are ready to hang up their voting cards usually wait until after the August recess or after the Christmas break.

 

Republicans in Congress strategizing to win back the House say the rush to the exits reflects the depressing reality of life in the minority and a pessimistic view of the GOP’s chances of regaining the majority.

“We are in the minority. That is never much fun in the House,” said one senior Republican member of Congress, who asked for anonymity to provide a candid assessment. “The odds are against us retaking the majority.”

Transitioning from the all-powerful majority to the back-bench minority can refocus one’s outlook on public service, said Tom Davis, a former Virginia congressman who ran the National Republican Congressional Committee (NRCC).

“Moving from the majority to the minority changes your mindset about why am I here, am I getting things done,” Davis said. “It’s a very frustrating life for some of these members right now. There’s been no pay raise for 11 years. You’ve got to maintain two households.”

 

The job of serving in Congress itself has changed in recent years. Members of Congress now routinely skip town hall meetings to avoid being confronted by angry constituents, they are frequently asked to defend President Trump’s Twitter habits and the House Republican Conference is increasingly influenced by a small group of hard-right conservatives.

“Serving in the era of Trump has few rewards. He has made an already hostile political environment worse. Every day there is some indefensible tweet or comment to defend or explain. It is exhausting and often embarrassing,” the member of Congress said. Even if Republicans were to win back the majority, “our edge would be narrow which means we would live under the tyranny of the Freedom Caucus. Frankly I wonder if this conference is capable of governing.”

Republican strategists say they are bracing for a new wave of exits after members check in with their families over the August recess. Two dozen Republicans won their reelection bids in 2018 by fewer than 5 percentage points; another 25 won by fewer than 10 points.

“There are going to be a lot more [retirements] to come,” said one consultant who works for House Republicans. “Between people finding themselves having to actually work hard for the first time in their long, lazy careers and members who came in in the majority and now hate life in the minority, it's just getting started.”

UN: Trump administration 'rolling back progress' with death penalty decision

A United Nations human rights spokesman expressed concerns on Tuesday about the Department of Justice's decision to resume federal executions, saying it was “rolling back progress."

“It’s also based on the unacceptable risk of executing innocent people,” Rupert Colville said at a news briefing, according to Reuters.

 

“And there have been reports in the United States showing, using DNA evidence, etc., that innocent people have been executed there,” he added.

Colville reportedly said there is no indication the death penalty serves as a deterrent, noting that 25 U.S. states and 170 of 194 U.N. members have eliminated capital punishment.

 

“I would also note that the decision by the U.S. attorney general very much goes against the trends in the United States as a whole, as well as against the international trend,” he said, according to Reuters.

Attorney General William Barr last week published a list of five inmates scheduled to be executed, all of whom were convicted in the murders of children. The first of the executions is scheduled for Dec. 5.

The U.S. government has not executed anyone since 2003, but there are currently 52 federal inmates on death row, including Boston Marathon bomber Dzhokhar Tsarnaev.

The DOJ's announcement last week drew swift condemnation from several Democratic presidential candidates who noted the history of racial and class disparities in how the death penalty is applied.

Baltimore Living Conditions Under Scrutiny After Trump Calls Out Cummings

Conditions in the city of Baltimore are gaining attention after House Oversight Committee Chairman Rep. Elijah Cummings (D-Md.) criticized border patrol officials over conditions at the U.S.-Mexico border after President Trump called out the congressman on Twitter.

Trevor Loudon, a political activist, filmmaker, and author of the book “Enemies Within: Communists, Socialists and Progressives in the U.S. Congress,” says the Democratic Marxist socialist patronage system has turned the city into a sinkhole over the last 50 years.

“Baltimore has suffered like Detroit,” Loudon told The Epoch Times. “Has suffered from a succession of Marxist leaders, … a list of far-left leaders who have basically desolated their communities, and then they have the gall to criticize a president who is trying to keep America as a first-world nation, not a third-world nation.”

 

Loudon said that Baltimore was once a thriving city with large Jewish and black populations that used to get on pretty well. However, major riots in the ’60s drove a lot of Jewish businessmen out of the city.

“Employment collapsed, and the economy collapsed,” Loudon said. “And it’s been a welfare sinkhole ever since.”

Democratic Strategy

Civil Rights Activist Reverend Al Sharpton held a press conference in Baltimore on July 29 defending Cummings and criticizing Trump.

 

“He’s thin-skinned and not really matured that well,” Sharpton said of the president at the press conference. “But he has a particular venom for blacks and people of color.”

Democrat presidential hopeful Sen. Elizabeth Warren (D-Mass.) accused Trump of racism for his comments that pointed out the problems in Baltimore.

“Donald Trump, once again, is a racist who makes ever more outrageous racist remarks,” Warren said.

Loudon, also a public speaker who specializes in exposing Marxist influence on mainstream politics, says the Democratic Party is now totally focused on using race as a weapon in the lead-up to the 2020 election.

“There’s nothing racist about it,” Loudon said. “To point out an area as economically depressed and poorly served in Congress … that’s a criticism of the leadership, not the people.”

Vietnamese Fishermen Call for Action Against China

HANOI—A Vietnamese fishermen’s group has called on the government to take stronger measures for the removal of a Chinese oil survey vessel that Vietnam accuses of violating its sovereignty in the South China Sea.

Vietnamese and Chinese ships have been in a weeks-old standoff near an offshore oil block, the latest confrontation in waters that are a potential global flashpoint as the United States challenges China’s sweeping maritime claims.

The busy waterway will be high on the agenda this week as countries of the Association of Southeast Asian Nations (ASEAN) meet in Bangkok with foreign ministers from China, the United States and other powers.

Vietnam has accused Chinese survey vessel Haiyang Dizhi 8 and its escorts of conducting illegal activities in Vietnam’s exclusive economic zone and continental shelf and demanded that China remove all of the ships.

China in turn demanded that Vietnam “respect China’s sovereign rights.”

The Chinese regime claims that it has historical ownership over nearly the entire region, which gives it the right to manufacture islands, declare defensive perimeters around its artificial islands, and to chase ships from other nations out of the South China Sea. However, on July 12, 2016, an arbitration court in The Hague found the Chinese regime’s claims to be false.

 

The Vietnam Fisheries Society said it requested “the authorities of Vietnam to protest more strongly against China’s activities … and demand that China immediately withdraw the Haiyang Dizhi 8 from Vietnamese waters.”

The group posted the statement, dated July 29, on its website on July 30. It said it had also been sent to the foreign ministry, the defense ministry and other government agencies.

Vietnam’s Ministry of Foreign Affairs did not immediately respond to an emailed request for comment. China’s foreign ministry did not respond immediately.

“The Vietnam Fisheries Society strongly opposes the Chinese side’s activities that seriously violate Vietnam’s sovereignty and Vietnamese laws, affecting the fishing activities of Vietnamese fishermen in Vietnamese waters,” it said.

On July 20, the U.S. State Department said it was concerned by reports of China’s interference with oil and gas activities in the South China Sea, including Vietnam’s long-standing exploration and production activities

Pakistani Army Plane Crashes Into Homes, Killing at Least 18

RAWALPINDI—A Pakistani military plane on a training flight crashed into homes near the garrison city of Rawalpindi before dawn on Tuesday, July 30, killing at least 18 people, most of them on the ground.

Fires, damaged homes and debris were visible in Mora Kalu village on the outskirts of Rawalpindi after daybreak. After rescue efforts ended, troops and police cordoned off the residential area to search for plane debris and investigate the crash site.

 

Rescue officials said there were no survivors on the plane and that 13 civilians were killed on the ground. The army said in a statement that five crew members, including two pilots, died in the crash.

Farooq Butt, an official at the state-run emergency service, said 15 people were also injured in the crash. There were concerns the death toll could rise further since some of those injured were in critical condition.

“We have moved all the bodies and injured persons to hospitals,” Butt told The Associated Press. “Most of the victims received burn injuries.”

Kremlin Critic Navalny Returned to Jail Despite Poisoning Fears

MOSCOW—Russian opposition leader Alexei Navalny was discharged from a Moscow hospital on July 29 and returned to prison under guard after being treated for what his lawyer and doctor have described as suspected poisoning from a chemical agent.

Navalny, 43, was rushed to hospital from jail on July 28 with what his spokeswoman said were signs of an acute allergy with “severe swelling of the face and skin redness”.

The Moscow hospital treating him said on July 29 it had discharged him after his condition had improved. It said it could not disclose what it believed had been behind his sudden illness due to patient confidentiality.

Elena Sibikina, one of the doctors who treated Navalny, told reporters that the idea that he had been poisoned with a chemical substance had “not been proven”. She said his life was not in danger.

His own doctor and lawyer said they opposed the “strange” decision to return Navalny to a prison cell where they believe he was somehow poisoned in the first place.

“He was really poisoned by some unknown chemical substance,” Olga Mikhailova, his lawyer, told reporters. “But what the substance was has not been established.”

Trump Says Black Americans Are ‘Happy As Hell’ He Called Out Baltimore. Baltimoreans React

 

Carol Evans approves of Donald Trump’s immigration policy. She gives him credit for the strong economy. But the Republican from the affluent Milwaukee suburbs of Waukesha County, a GOP bedrock in the state, just can’t commit to voting for the president next year like she did in 2016.

 

“I just don’t like the way he talks about other people,” Evans, a 79-year-old retired data entry supervisor, said recently as she walked through a shopping mall in Brookfield, Wisconsin, days after Trump fired off a racist tweet at Democratic congresswomen.

 

The president’s recent return to racial politics may be aimed at rallying his base of white working-class voters across rural America. But the risks of the strategy are glaring in conversations with women like Evans.

 

Many professional, suburban women — a critical voting bloc in the 2020 election — recoil at the abrasive, divisive rhetoric, exposing the president to a potential wave of opposition in key battlegrounds across the country.

 

In more than three dozen interviews by The Associated Press with women in critical suburbs, nearly all expressed dismay — or worse — at Trump’s racially polarizing insults and what was often described as unpresidential treatment of people. Even some who gave Trump credit for the economy or backed his crackdown on immigration acknowledged they were troubled or uncomfortable lining up behind the president.

 

The interviews in suburbs outside Philadelphia, Milwaukee, Detroit and Denver are a warning light for the Republican president’s reelection campaign. Trump did not win a majority of female voters in 2016, but he won enough — notably winning white women by a roughly 10 percentage-point margin, according to the American National Election Studies survey — to help him eke out victories across the Rust Belt and take the White House.

 

Since then, there are few signs Trump has expanded his support among women. The 2018 midterms amounted to a strong showing of opposition among women in the suburbs, registering in unprecedented turnout overall, a Democratic House and a record number of women elected in statehouses across the country.

 

A continuing trend of women voting against Republicans could prove exceedingly difficult for Trump to overcome in his 2020 reelection bid.

 

“It’s one of the more serious problems that the Republicans face,” said G. Terry Madonna, a pollster and director of the Center for Politics and Public Affairs at Franklin and Marshall College in Pennsylvania.

 

The affluent, largely white and politically divided suburbs across the Rust Belt are widely viewed as a top battleground, the places where Trump needs to hold his voters and Democrats are hoping to improve their showing over 2016.

 

In the Detroit suburb of Novi, where Democrat Hillary Clinton narrowly beat Trump in 2016, pet store worker Emily West says she probably would have cast her ballot for Trump if she had voted in 2016. Now, she’s primed to vote against him.

 

“It was mainly when he got into office when my opinion started changing,” said West, 26. “Just the way he treats people.”

 

West spoke days after Trump fired off a tweet calling on four Democratic congresswomen of color to “go back” to their home countries, even though three of the four were born in the United States. Trump’s supporters later turned “send her back” into a rally cry aimed at the one foreign-born member of the group, Rep. Ilhan Omar of Minnesota, who arrived in the U.S. as a child refugee from Somalia.

 

Over the weekend, Trump picked up another racial trope, using his Twitter feed to attack Democratic Rep. Elijah Cummings and his majority-black Baltimore district by calling it a “disgusting, rat and rodent infested mess” where “no human being would want to live.”

 

Pollsters say it is difficult to measure whether female voters will count Trump’s behavior against him more than their male counterparts will in 2020. But interviews with women reveal a clear discomfort with Trump’s character: It emerged again and again in the AP’s interviews and was a consistent objection cited by women across the political spectrum.

Britain Tells Iran: Release Ship to ‘Come out of the Dark

LONDON—Britain told Iran on July 29 that if it wants to “come out of the dark” it must follow international rules and release a British-flagged oil tanker seized by its forces in the Gulf.

Iranian commandos seized the Stena Impero near the Strait of Hormuz, the world’s most important waterway for oil shipments, on July 19. That was two weeks after British forces captured an Iranian oil tanker near Gibraltar accused of violating sanctions on Syria.

“If the Iranians want to come of the dark and be accepted as a responsible member of the intentional community they need to adhere to rules-based system of the international community,” Foreign Secretary Dominic Raab told Sky News.

“You cannot go about detaining unlawfully foreign vessels.”

Tehran is angered by renewed sanctions imposed by the United States and what it sees as the failure of Britain and European powers to protect it from the fallout of Washington’s withdrawal from a nuclear agreement between Iran and world powers.

 

Under the 2015 deal, international sanctions on Iran were relaxed in exchange for Tehran curbing its nuclear program.

 

Britain last week started sending a warship to accompany all British-flagged vessels through the Strait of Hormuz, a change in policy announced on July 25 after the government previously said it did not have resources to do so.

The Defense Ministry said on July 28 that a second warship, the HMS Duncan, had arrived in the Gulf to support the passage of British-flagged ships through the strait, joining the HMS Montrose.

Raab made his comments on July 29 as Iran’s elite Revolutionary Guards published footage purportedly showing the Guards warning off a British warship during the seizure of the Stena Impero.

The video, published by the semi-official Tasnim news agency, contains footage of the capture of the tanker, showing Guards abseiling onto the deck from a helicopter, with the audio recording superimposed.

Press TV, Iran’s state-run English language news channel, identified the British warship mentioned in the exchange as the Montrose.

“You are required not to interfere in these issues,” the Guards’ navy representative says.

The FBI is going to court to fight the public release of a small number of documents the State Department sent to agents from Christopher Steele, the British intelligence operative and Hillary Clinton-paid political muckraker, during the 2016 election.

Normally, such Freedom of Information Act cases don’t merit public attention. This one does.

 

To hear the FBI tell it, the release of former Deputy Assistant Secretary Kathleen Kavalec’s documents is tantamount to giving up the keys to President Trump’s nuclear briefcase, aiding the enemy or assisting terrorists.

 

“We know that terrorist organizations and other hostile or foreign intelligence groups have the capacity and ability to gather information from myriad sources, analyze it and deduce means and methods from disparate details to defeat the U.S. government’s collection efforts,” an FBI assistant section chief swore in an affidavit supporting the request to keep the documents secret.

The FBI can’t afford to “jeopardize the fragile relationships that exist between the United States and certain foreign governments,” the FBI official declared in another dramatic argument against the conservative group Citizens United’s request to release the memos.

 

And if that wasn’t enough, the bureau actually claimed that “FBI special agents have privacy interests from unnecessary, unofficial questioning as to the conduct of investigations and other FBI business.”

In other words, agents don’t want to have to answer to the public, which pays their salary, when questions arise about the investigative work, as has happened in the Russia case.

The FBI’s July 10 court filing speaks volumes about Director Christopher Wray’s efforts to thwart the public understanding of what really happened in the FBI’s now-debunked Russia collusion probe.

Steele’s contacts at State can’t possibly be equated to the nation’s most sensitive secrets. The same research he provided to State and the FBI in fall 2016 was being provided to Clinton and the Democratic National Committee, and to the media.

The federal government has sent billions of dollars to Baltimore in recent years but the money has been either “stolen or wasted,” President Donald Trump said late July 29.

Writing on Twitter, Trump wrote: “Baltimore’s numbers are the worst in the United States on Crime and the Economy. Billions of dollars have been pumped in over the years, but to no avail. The money was stolen or wasted.”

“Ask Elijah Cummings where it went. He should investigate himself with his Oversight Committee!” Trump added, referring to the Democratic Maryland representative, who is chairman of the House Oversight Committee.

Lynne Patton, regional administrator for the U.S. Department of Housing and Urban Development, said that $16 billion in grants was given to Cummings’s district alone in 2018.

Hitting back after former Republican National Committee head Michael Steele, Baltimore Mayor Bernard Young, and activist Al Sharpton accused Trump of not spending properly on improving the city, Patton said during an appearance on Fox News that the administration has tried investing in Baltimore.

“I want to say this expressly to Mayor Young and Michael Steele and Al Sharpton, who today called out the president and said let President Trump put his money where his mouth is. Well, boys and girls, I have a message for you, President Trump has given $16 billion in 2018 alone to Elijah Cummings’s district in federal grants,” she said.

Cummings’ district, the 7th Congressional District, includes portions of Maryland outside Baltimore. It received slightly under $15.7 billion grants and other assistance from the federal government in fiscal year 2018, according to government data analyzed by Newsweek.

“We have given more money in homeless funds to Baltimore than the last administration. We have given more money in community development grants than the last administration to Baltimore. My question to you guys is this, what are you actually doing with the money so that it benefits residents in the community for once instead of deep-pocket crooked politicians?” Patton added.

 

Trump has repeatedly attacked Cummings in recent days over the condition of his district in Baltimore, a city with the highest murder rate in the nation.

Since Trump started highlighting Baltimore on Saturday, there have been a slew of shootings, leaving at least six people dead and others wounded.

Hitting back at charges of racism for talking about the city, Trump wrote late Sunday: “Crazy Bernie Sanders recently equated the City of Baltimore to a THIRD WORLD COUNTRY! Based on that statement, I assume that Bernie must now be labeled a Racist, just as a Republican would if he used that term and standard!”

“The fact is, Baltimore can be brought back, maybe even to new heights of success and glory, but not with King Elijah and that crew. When the leaders of Baltimore want to see the City rise again, I am in a very beautiful oval shaped office waiting for your call!” he added.

Yang campaign slams DNC over poll qualification criteria for September debate

Andrew Yang's presidential campaign accused the Democratic National Committee of rejecting one of the two NBC polls that the tech entrepreneur had promoted as having qualified him for the September presidential debate, which left him short of making the stage for the crucial showdown.

In an email sent to campaigns by the DNC on Tuesday that was obtained by The Hill, the committee argued that a July 11 poll from NBC and The Wall Street Journal and a July 19 poll by NBC and SurveyMonkey, would only count as one poll because they were conducted by the same sponsor — NBC.

 

The email did not refer to Yang specifically, but it came after the Yang campaign had announced in a media statement that it had qualified for the fall debate.

In a separate tweet, Yang cited 4 different polls where the candidate had at least 2 percent support, including listing the 2 NBC polls separately, while touting his qualification for the fall debate.

The DNC, however, emailed campaigns to inform them that only one of the NBC polls listed by the Yang tweet could be submitted for its qualification criteria.

 

"Candidates may only count one NBC-sponsored national poll released during the current qualification period," DNC senior adviser Mary Beth Cahill in the email, which was also sent to the Yang campaign.

"A particularly important rule in our debate framework is the requirement that candidates' initial qualifying poll be conducted by different sponsors, or if by the same sponsor, in different geographies," she wrote. "The intent of this rule is to avoid scenarios in which a single poll sponsor or media outlet is responsible for qualifying a candidate through multiple sets of results in the same geography."

To qualify for the September debates, candidates must get 2 percent support in at least four polls and win 130,000 donors. Yang has met the donor threshold.

Only seven candidates have qualified for the September debate so far, as the thresholds for making the stage are higher than those for the party's earlier debates.

DNC spokeswoman Adrienne Watson confirmed that the DNC sent the email to campaigns, including Yang's, and referred The Hill to the rules sent out earlier.

Sen. Tom Cotton: CNN Rigs Democrat TV Debate to Protect ‘Their Party

 

CNN executives have rigged the July 30 Democratic debate to protect “their party” from a damaging repeat of the first debates, GOP Sen. Tom Cotton said Tuesday.

“CNN has said they are not going to have hand-raising or yes/no questions,” he told an event organized by the Center for Immigration Studies. “Well, that’s because CNN … understands that the party they represent was embarrassed by the hand-raising questions [in the first debate and] … CNN does not want to do anything to hurt their party,” said the Arkansas Senator.

 

Cotton’s jibe was prompted by dramatic moments in the first and second TV debates for the Democrat candidates when nearly all were recorded raising their hands or voices to endorse the decriminalization of illegal migration and the award of free healthcare to illegal migrants.

 

Cotton’s answer came during a conversation about immigration policy and its damaging impact on ordinary Americans’ ability to earn a decent living.

“The Democrats have lost their mind when it comes to immigration,” Cotton told host Mark Krikorian. He continued:

As the Democrats have become a party focused less on kitchen-table isues, [and] on what matters to working Arkansans, when they are worried about not having enough paycheck to make it to the end of the month, or worried about providing for their kids’ braces or their education. They just have focused a lot more on questions about race, gender, sex, identity. For them, it has become [more] of a question about identity than a question about economics and security …

You know, if you’re rich, if you’re a rich lobbyist and you live in Bethesda, or if you are a rich ex-president and you live in Chappaqua outside New York, you know, mass migration is a pretty good bargain for you.

Immigrants are not coming here to take your job as a lobbyist, or take your job giving $200,000 speeches, so you don’t have to worry about the impact it has on your local economy. You’re not sitting in an emergency room waiting to get healthcare, not being able to see a doctor, and in the meantime, it drives down the price of al the personal services that you depend on in fields where you have a lot of immigrants working, like childcare, and housecleaning, landscaping, manicures, and pedicures, [or] new fusion restaurants as well. So the story in Bethesda and Chappaqua and Los Angeles and Silicon Valley of mass migration, is a pretty unalloyed good. But if you’re in rural Arkansas or along the border in Texas or in manufacturing communities in the upper Midwest, it is the opposite story. But the Democratic Party largely represents those elites on the coast now. They don’t represent a lot of hard-working communities across the country.

Immigration Numbers

Each year, roughly four million young Americans join the workforce after graduating from high school or university. This total includes roughly 800,000 Americans who graduate with skilled degrees in business or healthcare, engineering or science, software or statistics.

But the federal government then imports about 1.1 million legal immigrants and refreshes a resident population of roughly 1.5 million white-collar visa workers — including approximately 1 million H-1B workers and spouses —plus roughly 500,000 blue-collar visa workers.

Donald Trump Jr. tweeted Tuesday that self-help author Marianne Williamson seemed to be winning the second Democrat debate.

“People are gonna think I’m trolling but compared to what else is up on this stage I think Marianne Williamson is actually winning this thing,” he tweeted. “This is amazing. No question she seems to be drawing the biggest applause of the night”:

Sen. Bernie Sanders (D-VT) assailed President Donald Trump as “a pathological liar” when discussing foreign policy at the second Democrat debate on Tuesday.

During the debate, Sanders was asked by CNN’s moderators if his foreign policy vision was similar to the one articulated by Trump. Sanders responded by lambasting the president as “a pathological liar,” before launching into a diatribe about military spending and foreign intervention.

 

“Trump is a pathological liar. I tell the truth,” he said. “We have been in a Afghanistan, I think, 18 years … in Iraq 16-or-17 years. We have spent $5 trillion on the War on Terror and there are probably more terrorists out there now than before it began.”

Sanders made the argument even though Trump has made similar indictments about America’s wars in the Middle East. The Vermont senator proceeded to say that as president he would not support a robust military budget, as the Trump administration has done.

“We’re going to spend, the Congress passed, I will not vote for, a $715 billion military budget – more than the ten next countries combined,” he said. “What we need is a foreign policy that focuses on diplomacy and ending conflicts by people sitting at a table, not by killing each other.”

 

Sanders further promised to work in tandem with the United Nations, instead of “denigrating” the organization, to solve complex international issues.

Klobuchar responded, “I think that would be a very problematic situation for us. Because when people start looking at what this means, they’re going to say, wait a minute. I want to have do no harm. Hollywood Mocks Democrat Debate: ‘Like a West Wing Episode F*cked an Auction

 

Nearly a dozen Democrat presidential hopefuls took the stage in Detroit, Michigan, Tuesday evening for CNN’s presidential debate and the Hollywood left was not impressed.

Williamson stole the spotlight several times throughout the night but found herself the butt of the joke among the Hollywood left.

Top spy nominee vows to expose origins of FBI's Trump-Russia probe

Rep. John Ratcliffe promises as the nation’s top spy to accelerate President Trump’s effort to find out how the FBI began investigating him, aided by the unfounded Democratic Party-financed dossier.

Mr. Trump signed a sweeping directive in May ordering the intelligence community to cooperate with the Justice Department by turning over its Russia investigation documents. Attorney General William Barr named John Durham, the U.S. attorney for Connecticut, to investigate.

Dan Coats, outgoing director of national intelligence, reacted cautiously. He warned against unauthorized disclosures by Mr. Barr, whom the president granted full declassification powers.

But Mr. Ratcliffe, whom Mr. Trump announced as the next DNI, on Sunday expressed “supreme confidence” in Mr. Barr.

 

“I admire Rep. Ratcliffe, especially his tenacity,” Michael Caputo, a Trump campaign adviser, told The Washington Times. “I’m quite sure it’s this very same quality that has the guilty swamp roiling about his appointment.

 

“The DNI is a vital position in the work of discovering the breadth and depth of the conspiracy to stop this presidency,” Mr. Caputo said. “I like Dan Coats, but I just don’t think his heart was in this inquiry.”

Mr. Ratcliffe is a member of the Republican coalition trying to unravel the FBI’s decision-making in 2016. He would be expected to expedite the document transfer to Mr. Durham, who has set up shop in Washington.

Hours before the announcement, Mr. Ratcliffe told Fox News’ Maria Bartiromo, “It does appear that there were crimes committed during the Obama administration.”

Here is what Mr. Durham is examining:

During the election, FBI agents placed spies on at least two Trump associates. The bureau embraced a dossier written by former British intelligence officer Christopher Steele, who was paid with money from the Hillary Clinton campaign and the Democratic Party. The Steele dossier told of a vast Trump-Russia conspiracy, relying exclusively on shadowy Kremlin sources. Special counsel Robert Mueller’s investigation didn’t find any conspiracy.

Senate Democrats push constitutional amendment to overturn Citizens United decision

Senate Democrats announced an effort Tuesday to amend the Constitution and give Congress more power to control spending in political campaigns, moving to overturn decades of First Amendment case law.

The immediate target is the Supreme Court’s 2010 Citizens United decision, which allowed interest groups to spend their money on advertising — though they still cannot donate directly to political campaigns.

But the proposed Democracy for All Amendment, sponsored by Sen. Tom Udall, would go further and overturn a series of rulings that have found campaign spending is political speech and therefore guaranteed the highest levels of protection under the First Amendment.

“Corporations are not people and your net worth shouldn’t determine your right to free speech,” the New Mexico Democrat said.

 

The seven senators who are running for the 2020 Democratic presidential nomination have signed on to the amendment.

 

Curtailing the effects of Citizens United has been a goal of Democrats since the 5-4 ruling was issued. But their efforts have regularly fallen short.

A similar proposal by Mr. Udall in 2014 reached the Senate floor, where it fell to a Republican filibuster. It earned just 54 votes, short of the 60 needed to overcome the filibuster and substantially less than the two-thirds vote needed to clear the chamber.

Sen. Richard Durbin, Illinois Democrat, said if Democrats win back the Senate in next year’s elections, they will find a way to get the amendment through.

“We are going to have a leader who is going to guide us to make sure this becomes part of the law of the land,” Mr. Durbin said.

 

Campaign spending has been recognized as a cornerstone of First Amendment free speech since a 1976 Supreme Court decision overturning parts of the 1971 Federal Election Campaign Act. Citizens United made clear that those free speech rights extended beyond campaigns, to include companies, labor unions and other interest groups that wanted to run ads backing their views during campaigns.

Trump, Mongolian leader to discuss trade in WH visit Key exporter of cashmere may seek ways around China

President Trump will look to bolster trade with Mongolia, a “pearl between two oyster shells,” when the president of the Asian nation visits the White House on Wednesday.

Senior administration officials said 90 percent of Mongolia’s trade flows through its neighbor, China, yet the administration would like to help it diversify its options by bolstering the U.S. partnership.

As it stands, the U.S. sends Mongolia automobiles and heavy machinery, while Mongolia exports tungsten — a rare metal — and plenty of luxurious cashmere to the states.

Officials said Mr. Trump and Mongolian President Khaltmaagiin Battulga may discuss a bipartisan bill from Rep. Ted Yoho of Florida and Sen. Ben Cardin of Maryland that would allow Mongolia to ship cashmere to the U.S., duty-free, so it is less reliant on China for trade.

A senior administration described Mongolia as a country that, while nestled between “two authoritarian states” in China and Russia, has managed to maintain a “free and open” society since renouncing communism in 1990.

 

Officials also noted the Mongolians’ strong relationships with South Korea and Japan — core U.S. allies in the region — and contacts with North Koreans.

In fact, Mongolia has been whispered as a potential site for a third summit between Mr. Trump and North Korean leader Kim Jong-un.

Officials declined to comment on those rumors Tuesday, saying there was “nothing planned.”

Massive contract for Guantanamo prison has controversial facility open for decades

The Trump administration may have sent a subtle clue about its plans for the terrorist detainee prison at Guantanamo Bay by awarding a maintenance contract for work at the site that extends until 2043.

The Defense Department last week announced that Siemens Government Technologies had been granted a contract worth more than $800 million to perform maintenance and energy conservation projects at the prison on the southern tip of Cuba.

A Navy public affairs officer confirmed to The Washington Times that the terrorist prison camp will receive some of the funds from the contract for various maintenance projects.

“The Detention Center is part of Naval Station Guantanamo Bay, a tenant on the base; therefore, they will receive benefits from the upgrades to the base utility systems and other energy improvements,” the officer said in an email.

The department did not specify what percent of the contracted funds will be devoted to the prison.

 

Despite a push from House Democrats to begin transferring detainees and ultimately closing the prison, the contract hinges on the site to remain open for the foreseeable future and has gone largely unnoticed by lawmakers.

Projects for the company include heating, ventilation and air conditioning upgrades, lighting upgrades, and commercial refrigeration upgrades, the Defense Department said.

The department announced that eight proposals were submitted for the contract, which is set to end in April 2043. That signals the government plans to invest in the prison for the next 24 years.

Lawmakers on both sides of the aisle have resisted President Trump’s request for $88 million to build a new detainee complex at Guantanamo.

The complex has been controversial almost from the day the George W. Bush administration set it up to house the onslaught of al Qaeda and other terrorist group members swept up in the months after the 9/11 attacks. Critics said the facility, technically located outside the United States, included harsh detention practices tantamount to torture and created a legal quagmire that made it difficult to prosecute leading figures involved in the 9/11 plot.

Guantanamo supporters have argued that the facility represents a way to prevent foreign terrorist suspects detained overseas from gaining full rights as people on U.S. soil and that the nation would be protected in the event that Guantanamo itself ever becomes a terrorist target.

In the face of bipartisan opposition from Congress, President Barack Obama failed to deliver on a promise to shut down the facility. President Trump has yet to meet his campaign pledge to fill Guantanamo with hundreds of “bad dudes,” despite the high number of captives from the war on the Islamic State being held in temporary camps in the Middle East.

“Continuing to detain individuals at Guantanamo Bay not only harms the moral standing of the United States but its national security and bottom line as well,” Rita Siemion, director of national security advocacy at Human Rights First, told The Times.

The U.S. naval base now holds just 40 detainees, compared with some 680 in the first years of the global war on terror after 2001. The last known detainee sent to Guantanamo arrived in 2008, according to data from Human Rights First.

The population shrank dramatically under Mr. Obama to 41 inmates. His administration facilitated transfers to U.S.-aligned nations that were willing to house the prisoners.

The sudden ouster in April of the Navy admiral commanding the prison has added to political friction over the facility’s future, as have comments by 9/11-era officials who have argued that keeping the prison open is a costly error.

Mr. Trump announced an executive order during his first State of the Union address to keep the prison open, but it is not clear for how long.

House Democrats, now in the majority, have renewed a push to close Guantanamo. They have included a provision in their version of the pending defense authorization bill easing the process for transferring inmates to other facilities. House Armed Services Committee Chairman Adam Smith, Washington Democrat, “has made a major effort” to shutter Guantanamo, a committee staffer told The Times.

The Republican-backed Senate version of the bill would permit transfers for medical reasons only and would ban funding to close the prison.
