Snopes SHOULDN'T be used as a source, but document purports to have been issued out of a single field office, Phoenix FBI, not headquarters. And I recall some dudes even in HQ named Strzok and McCabe who would might be willing to claim Snopes as credible.

Some of us remember similar LE bulletins under BHO targeting people with Ron Paul bumper stickers, etc. They turned out to be the real deal.
