Possible the 7/19/13 date has to do with the FCC and James Steyer meeting? Steyer is what caught my attention. JS owns Common Sense Media. Chelsea Clinton on Board of Advisors at CSM. JS is HRC fan and friend, donated to campaign. Trying to find no coincidences.
