Very likely they (MI) knows something the general public doesn't know about a vulnerability. They know the adversaries and adversaries' capabilities for cracking encryption. They know exploits that haven't been made public or patched. These exploits may indeed be things in NSA toolkits that they need in order to protect our nation.
