gain of function studies are used to sometimes (sometimes) make things easier to study

you have something with a nominal effect, and it's really hard to see what you need to target in order to design a prevention, so you ramp it up, see where it hits hardest, and then focus your efforts on that

Remdesivir was developed in 2009 for hep c and it failed

the study you cite was in 2015

they then release a study about remdesivir in relation to that study a year later

it can go either way and only the nsa having internal emails would know the truth but the timeline is plausibly deniable
