'Please drink' treated Fukushima water: China asks Japan's minister

China on Wednesday asked Japanese Deputy Prime Minister Taro Aso to drink treated radioactive water accumulated at the crippled Fukushima Daiichi nuclear power plant, after he said it is safe to drink it.

"A Japanese official said it is okay if we drink this water, so then please drink it," Chinese Foreign Ministry spokesman Zhao Lijian told reporters, adding Japan's ignorance of the ecological environment is "totally unjustifiable." On Tuesday, the Japanese government decided to release the treated water into the sea from the plant in two years, a major development following more than seven years of discussions on how to discharge the water used to cool down melted fuel there. Aso, a former prime minister who has often made controversial remarks since he became deputy prime minister and finance minister in 2012, said at a press conference on Tuesday, "I have heard that we will have no harm if we drink" the treated water. Zhao said, "Japan's Minamata disease happened not far away and the pain of the local victims has yet to be healed," referring to one of the four big pollution diseases in the country.

Minamata disease, which paralyzes the human central nervous system and triggered birth defects, was caused by mercury-tainted water dumped into the sea by a Chisso Corp. chemical plant in the city in Kumamoto Prefecture, southwestern Japan. The disease, affecting thousands, was formally acknowledged by the local health authority in 1956. "Japan should not forget the historical tragedy," Zhao said, urging Prime Minister Yoshihide Suga's government not to release the treated radioactive water into the sea "without permission" from other nations and the International Atomic Energy Agency. China, South Korea and Taiwan have expressed opposition to Japan's latest decision, arguing that the treated water would hurt the marine environment, food safety and human health.

Japanese officials, however, have pointed out some other countries operating nuclear power plants, including China and South Korea, have released treated radioactive water from reactors there into the environment.

Two Charged in Suspect $1 Billion Transfer Using N.Y. Credit Union

Two people were charged with using a New York state employees credit union to process more than $1 billion in suspect financial transactions while failing to file suspicious-activity reports or maintain adequate anti-money-laundering controls.

Gyanendra Asre, 53, and Hanan Ofer, 67, persuaded the New York State Employees Federal Credit Union to let them process the transactions, saying they had expertise in anti-money-laundering measures, according to federal prosecutors. Both were 25% equity owners of the credit union at the time and had a history of working in compliance at U.S. financial institutions, according to the indictment. The credit union wasn’t charged. The defendants “devised a scheme to bring lucrative and high-risk, international financial business lines to small, unsophisticated financial institutions,” according to the indictment. They “then caused the transfer of hundreds of millions of dollars from high-risk foreign jurisdictions” through the credit union without putting proper anti-money-laundering protections in place, the U.S. alleges.

The indictment, which cites Mexico as a key jurisdiction for the transactions, stops short of accusing the two of knowingly laundering money. But it alleges the transactions they processed which included accepting hundreds of millions of dollars in bulk U.S. dollar deposits from a Mexican bank and then wiring the funds to that bank’s U.S. accounts had red flags that should have prompted them to report the transactions to U.S. authorities and demand more information about them. A lawyer for Ofer, of New York City, didn’t immediately respond to a request for comment. A lawyer for Asre, of Greenwich, Connecticut, declined to comment.

The case is a joint prosecution of the U.S. Justice Department’s anti-money-laundering unit in Washington and prosecutors with the U.S. attorney’s office in Brooklyn, New York. The case is U.S. v. Asre, 21-cr-00174, U.S. District Court, Eastern District of New York
