Chapter 78 of the Chinese Communist Party’s Thirteenth Five-Year Plan (2016-2020) describes the fusion of military and civilian research including the area of “synthetic biology.”
From the publications of China’s leading research scientists, “synthetic biology” appears to include biological warfare.

Trump says he is ‘beyond seriously’ considering 2024 White House run
Former President Donald Trump said he is “seriously” considering another White House bid during an interview that aired Monday night.
Trump teased the idea of a 2024 presidential run, but again declined to fully commit, during a sit-down interview with Fox News’ Sean Hannity
“So I say this, I am looking at it very seriously, beyond seriously,” Trump said.
“From a legal standpoint, I don’t want to really talk about it yet, it’s a little too soon,” he added.
Last month, Trump hinted at the idea of another run while being interviewed by his daughter-in-law Lara Trump for her podcast, “The Right View.”
“You do have hope, that I can tell you,” the former president said when asked about his future political plans.
“You do have hope. We love our country — this country. We all owe a lot to our country but now we have to help our country.”
And in February, the 45th commander-in-chief refused to rule out a 2024 White House run in an interview with Newsmax.

Arizona Republicans were on Spicer and Co. where they defended the audit that they have ready to go in Maricopa County. Sean appeared baffled by their efforts. Those who have followed this story have no questions about why it is needed.
Karen Fann, the President of the Arizona Senate, and Rick Gray, the Arizona Senate Majority Leader, joined Sean Spicer and Lyndsay Keith on Newsmax’s ‘Spicer & Co.’ last night.
Fann began the segment by responding to Spicer’s question asking, ‘Tell us what you are trying to accomplish with this audit.’:
Well, from the very get-go, we saw right, the day after the election, we were getting hundreds and hundreds of emails of people asking questions about the integrity of the election. Some of that was because our Secretary of State had made a deal to allow people to register four days after the election. We started hearing of things going around the nation, and I had asked the Maricopa County Board of Supervisors to please expand their double-checking of their audit. And, it kind of just snow balled from there.”
Senator Gray responded to a similar question from Spicer after Spicer said, “you’ll recount the ballots and you’ll get the same number”:
We have a lot of concerned voters who don’t trust the system, so the whole purpose of this verifying to the voters that this system was accurate. And of course, it is the legislature’s responsibility to deal with election laws. So if there are any problems, we need to change some statutes and adjust to make sure what we are doing is appropriate.”
Fann then shared this:
Unfortunately and what is interesting is from the get-go it has been nothing but certifying election integrity. But the fact that we have been pushed back. They have sued us. They are threatening to sue us again. Maricopa County supervisors have done everything in their power to prevent us from doing this and now I’m beginning to wonder why would they not want to prove that their election system works, that it’s perfect. I don’t understand why we are getting threatened, sued and threatened, when all we want to do is election integrity here.”

New Zealand throws support behind Five Eyes spy network 24 hours after raising concerns about increasing its remit
New Zealand’s Foreign Affairs Minister Nanaia Mahuta has committed to the nation’s “vital” partnership with the Five Eyes spy network a day after stating in a speech on China that she’s “uncomfortable” with expanding its remit.
In a statement released on Tuesday, Mahuta walked back her remarks, recommitting to the “security and intelligence partnership” with the other members of the Five Eyes intelligence network, describing it as vital to the nation’s defense.
New Zealand is a real beneficiary of the arrangement and will continue to actively engage with the Five Eyes alliance as we always have.
On Monday, the foreign minister told the New Zealand China Council that “we are uncomfortable with expanding the remit of the Five Eyes relationship,” seen as a condemnation of the group’s recent statements critical of China’s alleged human rights violations against Uighurs in Xinjiang and the crackdown in Hong Kong.
Beijing has responded to the criticism thrown at it by claiming that “the Five Eyes have taken coordinated steps to gang up on China,” opposing its intervention into the Asian nation’s domestic affairs.
New Zealand has, in the past, sought to distance itself from the Five Eyes network’s comments on activities in China, viewing it as being “out of the remit” of the group and risking the relationship between Wellington and Beijing.
On Wednesday, Australia’s Foreign Affairs Minister Marise Payne will arrive in New Zealand to meet with Mahuta, the first time the pair will have engaged in a face-to-face meeting since their borders reopened after getting Covid under control.
Australia’s relationship with China has worsened since the pandemic began, after Canberra called for an inquiry into the origins of the Covid-19 pandemic in Wuhan, which Beijing took insult at.

Biden Admin Announces ‘Strong Support’ For DC Statehood Bill, Says 51st State ‘Long Overdue’
President Joe Biden’s administration announced “strong support” for a Democratic push for D.C. statehood in a statement on Tuesday, putting its weight behind a long-time dream of the Democratic Party.
House Speaker Nancy Pelosi is expected to bring the bill, H.R. 51, to a vote this week, where it will almost certainly pass. The bill faces much more robust opposition in the Senate, however. If signed into law, the bill would create “Washington, Douglass Commonwealth” as the 51st state while maintaining a separate federal district.
“For far too long, the more than 700,000 people of Washington, D.C. have been deprived of full representation in the U.S. Congress. This taxation without representation and denial of self-governance is an affront to the democratic values on which our Nation was founded,” the administration argues, adding that the representation is “long overdue.”
“Establishing the State of Washington, Douglass Commonwealth as the 51st state will make our Union stronger and more just,” the statement continued. “The Administration calls for the Congress to provide for a swift and orderly transition to statehood for the people of Washington, D.C.”
The push to declare certain areas of D.C. a new state is fraught with constitutional questions as well. The founders wrote into the constitution that the land ceded by Virginia and Maryland to become the U.S. Capital city should not exceed 10 square miles. Democrats argue that because the Constitution does not call for a minimum size, only a maximum limit, that certain areas of Washington could be turned into a state while maintaining a smaller federal district.
Republicans argue that the push for statehood is a partisan attempt to gain two additional Democratic senators in Congress as well as a Democratic representative in the House. They also argue turning D.C. into a state via legislation in Congress is unconstitutional on multiple counts.

US Strategic Command will warn in its annual posture statement that the 'spectrum of conflict today' could rapidly lead to nuclear war.
Commander Charles Richard will give testimony to the House Armed Services Committee and the Senate Committee on Armed Services this week.
The posture review informs Congress on the state of Strategic Command and what it intends to do with its 2022 budget request.
It also determines the command's readiness for combat, its strategic vision and likely causes of conflict in the near future.
Strategic Command said in a preview of their statement on Monday: 'The spectrum of conflict today is neither linear nor predictable.
'We must account for the possibility of conflict leading to conditions which could very rapidly drive an adversary to consider nuclear use as their least bad option.'
The testimony will be heard on Tuesday and Wednesday and will be delivered by Commander Richard alongside US Space Command's Commander James Dickinson.
Ahead of the review, he said his force has the difficult position of trying to prepare for a war that has never been fought before. The army general told The Hill: 'United States Space Command faces a unique dilemma in that we can't plan for future conflicts based on how we fought previous conflicts even if we were inclined to do so. Rather, we are preparing for the war not yet fought.
'Why do we need to prepare for such a conflict when space has traditionally been a peaceful domain, open to all for exploration, and whose benefits improve the lives of virtually every human being on Earth?
'As I will soon testify to Congress, the answer is because highly capable competitors realize the extraordinary military and economic advantages that space-based capabilities give to the United States and our allies.'

President Biden Invites 40 World Leaders to Leaders Summit on Climate
Today, President Biden invited 40 world leaders to the Leaders Summit on Climate he will host on April 22 and 23. The virtual Leaders Summit will be live streamed for public viewing.
President Biden took action his first day in office to return the United States to the Paris Agreement. Days later, on January 27, he announced that he would soon convene a leaders summit to galvanize efforts by the major economies to tackle the climate crisis.
The Leaders Summit on Climate will underscore the urgency – and the economic benefits – of stronger climate action. It will be a key milestone on the road to the United Nations Climate Change Conference (COP26) this November in Glasgow.
In recent years, scientists have underscored the need to limit planetary warming to 1.5 degrees Celsius in order to stave off the worst impacts of climate change. A key goal of both the Leaders Summit and COP26 will be to catalyze efforts that keep that 1.5-degree goal within reach. The Summit will also highlight examples of how enhanced climate ambition will create good paying jobs, advance innovative technologies, and help vulnerable countries adapt to climate impacts.
By the time of the Summit, the United States will announce an ambitious 2030 emissions target as its new Nationally Determined Contribution under the Paris Agreement. In his invitation, the President urged leaders to use the Summit as an opportunity to outline how their countries also will contribute to stronger climate ambition.
The Summit will reconvene the U.S.-led Major Economies Forum on Energy and Climate, which brings together 17 countries responsible for approximately 80 percent of global emissions and global GDP. The President also invited the heads of other countries that are demonstrating strong climate leadership, are especially vulnerable to climate impacts, or are charting innovative pathways to a net-zero economy. A small number of business and civil society leaders will also participate in the Summit.
