Prior to joining Maricopa County, Ed served as the CIO for Wayne County, Michigan. He has also held executive IT leadership roles in manufacturing, consumer goods, logistics, transportation and consulting. Ed has been recognized for his leadership and achievement via awards including State of Michigan CIO of the Year, Government Technology Top 25 CIO and Computerworld Top 100 CIO.

Todd Bright
Deputy CIO, Enterprise Infrastructure
Todd is the Deputy Chief Information Officer. He leads the Office of Enterprise Technology's (OET) Infrastructure and Communications Technology (ICT) division. He joined Maricopa County in October 2016 and has over 27 years of public sector professional experience with the State of Arizona, serving in many capacities including the DES Deputy Director of Operations, overseeing the Department's core technology, business operations, LEAN performance management, professional development, and human resource functions. Todd's other previous executive roles with the State of Arizona include Division Director over the Child Support Services Division, Business and Finance Division, and Technology Services. He has a double major Bachelor's Degree in Management Information Systems and Accounting from the University of Arizona. Todd also possesses three professional certifications including the Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), and Certified Government Financial Manager (CGFM).

Lester Godsey
Chief Information Security Officer
Lester Godsey is the Chief Information Security Officer for Maricopa County, leading all cybersecurity and data privacy efforts for the organization. Prior to Maricopa County, Lester was the CISO/CPO for the City of Mesa, AZ. With over 25 years of higher education and local government IT experience, Lester has spoken at local, state and national conferences on topics ranging from telecommunications to project management to cybersecurity and data. Lester has taught at the collegiate level for over 12 years in the areas of technology, business and project management. The author of numerous trade journal and online magazine articles, he is CISM (Certified Information Security Manager) and PMP (Project Management Professional) certified. He holds a BA in Music and a MS in Technology, both from Arizona State University.
