Changed two board settings:

1. Don't allow users to repost files on your board DISABLED

This means if posters make a mistake and want to repost, they can use the same image without having to change it or re-name it. Eliminates a slightly annoying problem.

2. Disable thread creation for nonstaff users ENABLED

Only the Board Owner, Board Volunteer(s) and/or Reporter(s) will be able to create threads (using mod.php).

Enabled this option to eliminate shill threads; also anon threads made by newfags who don't realize they need to post on General (not create a new thread) to make a post.
