Peru waits for next president with vote count stuck near completion
Peruvians were still waiting for their next president to be confirmed on Monday morning, more than a week after a polarizing run-off vote, with socialist Pedro Castillo clinging to a narrow lead that would tilt the country firmly to the left.
The election count, which has been stuck since Saturday at 99.935% tallied, showed the former teacher with 50.14%, less than 50,000 votes ahead of right-wing rival Keiko Fujimori, who has made allegations of fraud, though with little proof.
Castillo, 51, little-known before a surprise win in the first-round vote in April, has rattled the copper-rich Andean country’s political and business elite with plans to redraft the constitution and sharply hike taxes on mining. He has said Peruvians have already “chosen their path” while his far-left Free Peru party has hailed victory, despite attempts by Fujimori to annul some votes that went against her holding up the official confirmation of the result. It is still unclear when the country’s electoral body will formally announce the winner, though Castillo has called for the count to be wrapped up quickly to end the uncertainty.
Fujimori, 46, scion of a powerful political family and daughter of ex-president Alberto Fujimori, who is serving jail time for corruption and human rights abuses, has vowed to fight on until the last vote is counted. Castillo’s party has rejected her accusations of fraud and international observers of the process in Lima have said that the elections were carried out cleanly. If confirmed, Castillo’s win would be a major boon for the region’s political left. The socialist hails from a poor area of northern Peru and has galvanized the rural vote, angry at feeling left behind in Peru’s growth story. Rising levels of poverty and inequality have also cast a harsh spotlight on the traditional political elites, which has been intensified by the world’s deadliest per capita COVID-19 outbreak that has hammered the mining-driven economy.
Marches by supporters of both candidates have broken out in Lima over the past week, with some voters in favor of Castillo arriving to the capital from rural areas to protest and Fujimori supporters backing her accusations of fraud.

Suu Kyi trial heads to witness examination phase
Prosecutors on Monday began examining witnesses in the trial of Myanmar pro-democracy leader Aung San Suu Kyi at a special court set up in the capital Naypyitaw, while elsewhere in the country the military appears to be taking steps to outlaw Suu Kyi's National League for Democracy.
Suu Kyi faces five counts of alleged violations, including for importing walkie-talkies without a license and for defying COVID-19 countermeasures. In a separate court in Yangon, Suu Kyi is on trial for allegedly violating a colonial-era state secrets act.
According to Thursday's edition of a state-operated newspaper, Suu Kyi was charged under an anti-corruption law, with police opening case files against her and her colleagues. She is alleged to have received bribes from a then-local government leader. In addition, a foundation she is involved with allegedly leased publicly owned land at an unfairly low rate. Suu Kyi is being held at an undisclosed location and has not been allowed to communicate with anyone on the outside. In late May she was transferred to an undisclosed location from her own house in Naypyitaw. In a meeting with attorneys on June 7, she asked them to obtain medications that she was running low on. According to defense attorneys, prosecutors and Suu Kyi's defense team are to complete their arguments in all five cases by the end of July.
Meanwhile, the military is increasing its control of political parties. In Monday's edition of the state-owned newspaper, a report accused NLD lawmakers of being "the main manipulators" behind purchases of arms and ammunition, in setting off explosives and in arranging for youths to attend military training conducted by an armed ethnic force. The military is believed to be considering a plan to disband the NLD based on the political party registration law. It could also potentially name it an illegal organization.
The military has said it plans to hold a general election after lifting the state of emergency. The military is believed to be preparing a favorable scenario for the pro-military Union Solidarity and Development Party.

Oil prices reach highest level in over 2 years as demand rebounds
Oil prices climbed to their highest level in more than two years Monday amid more evidence of increasing demand as the global economy reopens from COVID-19 lockdowns. West Texas Intermediate crude oil, the U.S. benchmark, climbed 71 cents to $71.62 a barrel, the highest since October 2018. Brent crude, the international standard, was up 67 cents at $73.36 a barrel, the highest since April 2019.
"The United States is reopening and many people are going to start going back to work, increasing demand," said Phil Flynn, senior market analyst at the Price Futures Group. "There are expectations that we're going to see the oil demand get back to pre-covid levels before the end of the year." The International Energy Agency on Friday urged OPEC and its allies to increase production to pre-pandemic levels at a faster pace than planned. The group earlier this month announced a production increase that would have output at 5.8 million barrels per day below pre-COVID levels. The so-called OPEC+ group slashed production by a record 9.7 million bpd in January 2020 due to the demand destruction caused by COVID-19.
OPEC+ has been wary in restoring production too quickly as an Iran nuclear deal would bring more oil onto the market, but prospects for an agreement are fading as the "Iranian election seems to be suggesting a hardliner could be the next Iranian president," Flynn said. Meanwhile, major oil companies are looking to move away from fossil fuels, calling into question the future of U.S. production. Royal Dutch Shell is considering selling its assets in the Permian Basin, the largest oilfield in the U.S., according to a Reuters report released Monday. U.S. production has in recent years been seen as a means of keeping global oil prices in check as shale producers could increase supply to meet record global demand.

NYC to Launch $100 Covid-19 Vaccine Referral Bonus Program
New York City will launch a $100 vaccine referral bonus program to boost the rate of vaccinations in the city, which have slowed in recent weeks, Mayor Bill de Blasio said on Monday.
For every unvaccinated person an organization brings in to get the Covid-19 shot, the community group gets $100 per person, up to $20,000, de Blasio said. The program will start on Wednesday. “We want to incentivize these great community-based organizations to bring in folks who just haven’t gotten around to it now, maybe had some hesitancy,” de Blasio said. “The time is right to bring them in.” De Blasio is trying to reach a goal of 5 million vaccinated by the end of June, which he warned earlier this month that the city might not hit. Only 3.9 million people are fully-vaccinated, with 4.5 million receiving at least one dose. Vaccinations are spread unevenly across boroughs and age groups: Nearly 60% of Manhattan is fully vaccinated, compared to 38% in the Bronx. While 73% of people age 65 to 74 are vaccinated across the city, only 41% of people age 18 to 24 are vaccinated.
De Blasio said the city’s senior centers re-opened on Monday and that the city would hold a parade to honor health-care and other essential workers on July 7.

Inflation expectations for the next year climbed for a seventh straight month in May to a record high, according to a new survey from the Federal Reserve Bank of New York.
Median one-year ahead inflation expectations last month rose 0.6 percentage points to 4%, the highest since the New York Fed’s Survey of Consumer Expectations began. Inflation expectations for the next three years climbed from 3.1% to 3.6%, trailing only the August 2013 print. Respondents over 60 years of age and those earning a high school degree or less were most concerned about future inflation.
Inflation expectations over the short-term have in recent months been in increasing at a faster pace than for the medium-term. The 0.4 percentage point difference between the two is the biggest spread on record. The gap comes as the Fed has said it expects inflation pressures to be "transitory" due to a base effects skew that occurred when prices declined at the start of the pandemic.

Japan eyes quasi-state of emergency for Tokyo during Olympics
The central government is considering placing Tokyo under a quasi-state of emergency during the Olympics, after a number of health experts expressed concerns over a potential spike in COVID-19 cases, a government official said Monday.
The Olympics are due to begin on July 23, but public fears persist about a surge in coronavirus infections triggered by an influx of people into the capital and more contagious variants of the virus. Since late April, Tokyo has been under a stricter state of emergency, but it will likely end on June 20 as a fourth wave of infections has somewhat abated.
The government is now planning to switch to a quasi-emergency with smaller fines for noncompliance under which restaurants and bars will still be asked to shorten opening hours but may be allowed to serve alcohol. Under a quasi-state of emergency, governors are allowed to impose measures in specific areas rather than entire prefectures. A group of infectious disease experts, including Shigeru Omi, head of a government subcommittee on the virus, is expected to disclose this week the various health risks if the Olympics take place as scheduled.
Prime Minister Yoshihide Suga will convene a task force meeting as early as Thursday to make a decision on whether to end the third state of emergency.
