Thanks anon, you just put the tennis court to rest for me. Site cleared and court installed 2013/2014. Late 2017 hurricane Irma hits. 2018 court excavated and grass let to grow. Even though from the air the court looks good, Imra left the surface unplayable so they took it up. The reason for the burms - the court is on the top of a mountain. Hit a ball out of bounds and you're running down the hill after it. Fence might have been better but expensive to bring to an island, why not use earth excavated from clearing the mountain top.
