If foster children, old folks, pregnant, disabled, etc. need assistance it should come from churches and charitable gathered funds, not taxes. (and people would be more willing to donate if so)
Exception = Veterans.
That's a constitutional military expenditure and the only valid purpose for a federal government is (border/war prevention) security.
