U.S. overnight repo rate elevated after Monday's funding pressure

 

The overnight repo rate measures the cost of borrowing short-term cash using Treasuries or other debt securities as collateral.

 

One of many overnight repo rates, the GC rate refers to the level or figure corresponding to a basket of securities that trade normally. GC securities can be substituted for one another without changing the repo rate. On Tuesday, the average GC rate so far at midday was 0.062%, compared with 0.057% in the same period on Monday, traders said. The rate hit a high of 0.12% on Monday. “No doubt the settlement of the 2-year, 5-year, and 7-year added to the pressure,” said Scott Skyrm, executive vice president in fixed income and repo at Curvature Securities in New York. Last week, the U.S. Treasury sold $183 billion in notes of those maturities. Skyrm said lingering month-end pressure had also pushed the repo rates higher, although Friday, the last trading day of July, saw funding rates at an average of 0.04%. Lou Crandall, chief economist at Wrightson ICAP, said Monday’s unexpected rise in repo rates attracted cash that would have otherwise gone to the Federal Reserve’s reverse repo facility.

 

On Monday, the reverse repo volume slid to $921.317 billion from a record $1.04 trillion last Friday. The Fed launched its reverse repo program (RRP) in 2013 (yeah..... no it's been doing that since at least 2008 because that is wut was used to triggered the market event then) to soak up extra cash in the repo market and create a strict floor under market rates, particularly its policy rate. Eligible counterparties lend cash to the Fed in return for Treasury collateral on an overnight basis.

Airports From Nantucket To California Suffer Jet Fuel Shortages

 

A shortage of tanker truck drivers has caused fuel delivery disruptions at airports from Nantucket to California.

 

The Federal Aviation Administration issued a "Notice to Airmen" warning that some airports would not have enough jet fuel through Monday.

Flights were delayed at California's Santa Barbara airport, and some departing planes were forced to add stops for refueling last weekend. Meanwhile, the airport in Nantucket, Massachusetts, ran out of jet-A-grade fuel over the weekend.

 

Those problems followed a similar situation last week at the airport serving Reno, Nevada, and Lake Tahoe. These problems are strictly labor challenges and not supply issues with jet fuel in U.S. inventory. As early as May, we noted semi-truck driver shortages may spark fuel shortages by summer. "We've seen unprecedented demand for Jet-A on the island, both in our corporate general aviation and our commercial air carrier traffic," Nantucket's assistant airport manager Noah Karberg told Bloomberg. "I expect we're going to have ongoing issues for Sundays throughout the rest of the summer," he said.

 

The hiccups with deliveries are supply-chain oriented and come as travel demand is surging again. Some domestic flights have had to make additional stops to refuel due to a lack of jet fuel at certain airports. At the tiny airport in Jackson Hole, Wyoming, fuel deliveries were delayed. There were also reports of delays at the Santa Barbara airport.

 

Americans are increasingly getting out of the house and traveling after a year of being cooped up inside. They're traveling on planes to resort destinations, and this has severely caught the travel industry off guard and unprepared to handle the surge in traffic.

US household debt surged to nearly $15T in second quarter, a new record

 

Mortgage balances were the largest component of household debt in the US and jumped in the second quarter to $10.4 trillion.

 

U.S. household debt rose at the fastest pace in years during the spring, driven by a surge in credit card spending and home purchases, the New York Federal Reserve said in a quarterly report released Tuesday. Between April and June, total debt balances soared by $313 billion – the largest nominal increase since 2007 and the biggest percentage jump since 2014. In total, American consumers held about $14.96 trillion in debt at the end of June, the most on record.

 

It's roughly $2.28 trillion higher than the previous peak of $12.68 trillion in the third quarter of 2008, in the midst of the Great Recession, and about $812 billion more than what was owed before the pandemic hit. "We have seen a very robust pace of originations over the last four quarters with new extensions of credit for mortgages and auto loans combined with rebounding demand for credit card borrowing," Joelle Scally, administrator of the Center for Microeconomic Data at the New York Fed, said in a statement.

 

Mortgage balances, the largest component of household debt in the U.S., jumped by $282 billion in the second quarter to $10.4 trillion. The bulk of the increase stemmed from mortgage originations as the Federal Reserve held in the interbank lending rate near zero, leading to ultra-low borrowing rates and a spike in refinancing among homeowners. Over the past four quarters, mortgage originations hit a record high, totaling close to $4.6 trillion or roughly 44% of all outstanding home balances. Credit card balances, meanwhile, rose by $17 billion in the second – well below the $140 billion level at the end of 2019, before the virus shut down broad swaths of the nation's economy. Auto loan balances jumped by $33 billion. The rise in credit card and auto loans balances was offset by a decline in student loan balances, the only category that declined last quarter. Student loan balances shrank by $14 billion over the three-month period, falling to about $1.57 trillion. The drop largely reflects the relief program implemented by Congress in March 2020 that froze student loan payments until Sept. 30. Payments are slated to resume on Oct. 1, after a 19-month pause that benefitted roughly 19 million Americans.

The twin-engined Dornier 328–100 — nicknamed the “Cougar” — looks plain on the outside, but is full of sophisticated hardware on the inside. It’s the Air Force’s special commando test aircraft, and it’s where engineers test sensors, weapons and other gear meant for gunships, spy planes and other aircraft. The Cougar is set up to be modular, so almost anything can be inserted into various internal bays and fixed pods, or strapped onto the fuselage using various mounting points. In May 2015, U.S. Air Force Col. Eric Forsyth described the plane’s internal details at the Special Operations Forces Industry Conference in Tampa, Florida. Those details include:

With jacks for power, Ethernet, GPS and other linkages, engineers can easily install all sorts of gear. These systems would potentially be able to run long-range radars, powerful cameras, high-powered radios, laser range finders and more. The Cougar can carry all of these equipment up to an altitude of more than 30,000 feet. The plane itself can fly more than 1,000 miles at a speed of nearly 400 miles per hour. In 2014, the Air Force bought the plane from Nevada-based aerospace contractor Sierra Nevada Corporation. The ultra-secretive 645th Aerospace Systems Group — more commonly known by its nickname Big Safari — currently owns the Cougar.

After Claiming Hands Tied, Biden Admin To Issue 'Targeted' Eviction Ban

 

After the Democrat-controlled Congress adjourned for 6 weeks without taking action on the now-expired eviction moratorium, mass finger pointing ensued on the left.

Responding to calls for the CDC to extend the moratorium, the Biden administration originally pointed to a June Supreme Court decision which made clear that only Congress has the authority to extend the program. On Tuesday, however, the Washington Post reports that the Biden administration "is expected to announce a new action to limit housing evictions, moving swiftly after intense pressure from liberal House Democrats."

 

The exact details of the measure were not clear, the people said. The people spoke on the condition of anonymity to reflect a matter not yet made public.

 

The congressional pressure campaign intensified in recent days after a national eviction moratorium created by the Centers for Disease Control and Prevention expired at the end of July. The Biden administration has repeatedly insisted that it lacked the legal authority to renew that program. However, the delta variant has renewed concerns about the impact of the expiring moratorium on millions of renters and White House officials have explored other options. -Washington Post

 

According to the New York Times, the extension could consist of a freeze which would remain in place until October 3, however final decisions are yet to be made. On Tuesday, tensions between the White House and lawmakers intensified - with House Speaker Nancy Pelosi (D-CA) ruling out bringing lawmakers back from vacation to address the issue via new legislation.

 

After speaking with Treasury Secretary Janet Yellen on a private call, Pelosi said that the consensus amongst the Democratic caucus was that the House should stay on vacation - and that it was up to the Biden administration to extend the moratorium. As the Post notes, "even if an extension were to pass the House, the measure is almost certain to fail in the Senate, given that Democrats would need 10 Senate Republicans to support the effort to overcome the filibuster." "We will not relent until families and landlords have been protected from this crisis," Pelosi said in a Monday letter, despite doing absolutely nothing to meaningfully address the matter when Congress was in session. During the call, Yellen answered questions from lawmakers over delays in disbursing over $46 billion in emergency rental assistance - which the Treasury Department has struggled to execute. According to Moody's, over six million Americans are behind on rent.

 

On Monday, White House official Gene Sperling told the press that the administration was encouraging state and local officials to enact their own eviction moratoriums - while also working on federal agencies such as the USDA to extend eviction moratoriums if possible. "States and cities need at least another couple months to get this money out, and there’s no sticks or carrots Treasury can wield to make that happen faster. What we need is time," said housing expert Paul Williams, a fellow at the nonprofit Jain Family Institute and the author of an analysis on the current crisis. Williams says officials from several city governments he's spoken to are doing everything they can to tap into federal funding, however they've faced nothing but roadblocks from the Biden Treasury.

 

"There’s no stick you can beat them with to make them go faster. They’re limited by technical and staff capacity to actually get this done," said Williams.
