North Korea conducting tests at reactor site: UN report

 

North Korea has conducted tests at the Yongbyon nuclear complex recently, according to a draft U.N. report obtained by Nikkei.

 

The tests occurred between December 2020 and February this year, according to a draft report from an expert panel for the U.N. sanctions committee on North Korea, which operates under the U.N. Security Council. The report paints a picture of Pyongyang continuing to develop its nuclear and ballistic missile programs despite its economy worsening due to the COVID-19 pandemic. The report also sheds light on rampant smuggling in North Korea despite the U.N. economic embargo, as the country's elite grabs luxury goods for itself. The draft report was submitted to the committee on Thursday. Nikkei obtained the report before its scheduled release in September. The final report will be released following discussion and amendment by the Security Council. The findings could be used as grounds for new sanctions against individuals or organizations found in breach of Security Council resolutions. According to the draft report, activity was detected inside the Yongbyon complex via infrared and other imagery between December 2020 and February 2021, which the report says suggests that "some tests had occurred."

 

The report notes that "the external construction of a light water reactor seems to be complete," and that "installation of machinery is likely to be in progress." It adds, however, that the 5 MW reactor the facility's oldest showed no signs of operating since 2018. North Korea continues to export coal in defiance of Security Council resolutions. Between February and May this year, at least 364,000 tons of coal were sent on North Korean vessels to the Ningbo-Zhoushan area, near Shanghai, in at least 41 shipments, the report says. Ship-to-ship oil smuggling continues to occur at sea. North Korean imports of oil are capped at 500,000 barrels per year under a Security Council resolution, and the country had used only 4.75% of the quota as of mid-July, according to official data, but the draft report says that increasing illicit imports mean the country is "still likely to exceed the cap in 2021." The closure of North Korea's borders due to the pandemic has stopped most imports of consumer goods, but luxury items are still getting through.

 

North Korea smuggles in car tires and parts, construction and interior design materials and supplies for the family villa of North Korean leader Kim Jong Un, the draft report says. The panel found that Chinese companies were involved in the smuggling of luxury vehicles worth $1 million, including Lexus LX570 SUVs. North Korea also remains active in online thefts of funds and technology. The country "continues to conduct spear-phishing campaigns against the cryptocurrency industry," says the draft report, without specifying the amount taken by North Korea.

 

A panel report published in March found that North Korea had stolen $316.4 million through hacking of cryptocurrency operators in 2019 and 2020.

There Are Now More Job Openings Than Unemployed Workers

 

Starting in 2018 and lasting all the way until the covid pandemic, a remarkable golden age flourished in the US job market: that's when for 24 consecutive months there were more job openings in the US than unemployed people. Of course, this remarkable strength in the job market ended with a thud in early 2020 when the US economy was shut down in March due to the covid pandemic, and when there were a record 18.5 million more unemployed than there were job openings.

 

How things have changed since then: according to the BLS, as of July the number of unemployed employees had dropped to 8.7 million, down sharply from 9.5 million in June and the lowest since March 2020. But what is more notable is that this happens during a time of historic labor shortages, with the NFIB yesterday reporting that unfilled job openings at small business had hit a new record high, with 49% of owners reporting job openings they could not fill in July, according to NFIB’s monthly jobs report. Unfilled job openings have remained far above the 48-year historical average of 22%.

 

“Small business owners struggled to find qualified workers for their open positions, which has impaired business activity in the busy summer months,” said NFIB Chief Economist Bill Dunkelberg. “Owners are raising compensation to the highest levels in 48 years to attract needed employees.” And putting this number in its proper context, according to the latest JOLTs report, there were 9.2 million job openings as of May with the NFIB report confirming that this number had only risen in the subsequent two months.

 

What this means is that at least according to this key measure, the US jobs market has not only shown "substantial further progress" but has now fully renormalized.

Post Office net loss widens, but controllable loss narrows to just over $1 billion

 

The U.S. Postal Service reported Friday fiscal third-quarter losses that widened to nearly $3 billion, with revenue rising 4.8% buy expenses growing 8.3% amid higher transportation costs. The net losses for the quarter to June 30 widened to $2.99 billion from $2.21 billion a year ago. Excluding items out of management control, such as a $581 million in the change in workers' compensation liability resulting from fluctuations in discount rates, and about $1 billion in liability amortization expenses, the "controllable loss" narrowed to $1.02 billion from $1.54 billion. Revenue rose 4.8% to $18.48 billion, as shipping packages revenue fell 7.8% to $7.66 billion, first-class mail revenue grew 1% to $5.53 billion and market mail revenue increased 42.2% to $3.45 billion, which rebounded from steep pandemic-related declines last year. Meanwhile, total operating expenses rose 8.3% to $21.4 billion, as transportation expenses grew 8.3% and compensation and wage expenses increased 0.9%. "We are transitioning from an outdated network and operational posture that was ill equipped to handle the effects of the pandemic on the mix of mail and packages we process - and we expect this volume shift to continue into the foreseeable future," said Postmaster General Louis DeJoy.

Wyoming governor says no mask mandate for K-12 public schools

 

Wyoming Gov. Mark Gordon says he will not issue another mask mandate for public schools. “My focus is on supporting local school boards as they take into account conditions in their community and work to assure students learn safely this year too,” Gordon said in a statement released Wednesday. The decision was made without coronavirus transmission data from August and came the same day Dr. Alexia Harrist, the state’s health officer, issued a statement urging caution around virus transmission, The Casper Star-Tribune reported. “We are deeply concerned. The Delta variant has really changed the COVID fight we have on our hands. Unfortunately, Wyoming’s low vaccination rate makes our state more vulnerable to this highly contagious variant,” Harrist said. When asked if the governor’s decision was made in consultation with state health officer or other epidemiologists, Gordon’s spokesman, Michael Pearlman, said, “This was the governor’s decision.” The question of whether masks should be required in K-12 schools has ignited a number of debates across the state.

 

Gordon’s announcement comes as COVID-19 hospitalizations in the state mirror figures from early January and as vaccine rates have plateaued. Vaccines have not been approved for children ages 11 and under.
