They put water tanks in aircraft to add ballast for testing purposes. It simulates all the passengers, luggage, etc etc in the plane.

That's why many small ones. They also do weird shit like pump the water around to simulate all the passengers going to one side of the plane or whatever to see what it does.
The sign on that truck might say "lockheed" but that cheap latch and super thin door say "freightliner".
