Democrats will not raise debt limit in $3.5 trillion bill -Pelosi
Democrats will not include a provision to raise the federal government’s borrowing limit in a $3.5 trillion “reconciliation” spending measure they hope to pass this autumn, U.S. House Speaker Nancy Pelosi said Wednesday.
Pelosi said the $28.5 trillion debt limit must be raised, but told a news conference she would not say whether this would be included in a must-pass bill to keep the government running, expected at the end of September. “I am not here to talk about where” the debt limit would be raised, “but it won’t be in reconciliation,” she told reporters. Democrats are currently crafting the reconciliation package, a sweeping social spending bill, and hope to pass it in the coming weeks. Senior congressional Republicans have vowed not to vote for an increase of the debt limit, instead urging Democrats to pass it without their votes through the reconciliation maneuver.
Senate Republican Leader Mitch McConnell argued that Republicans should not shoulder the burden of raising the debt limit to finance Democrats’ investment initiatives. Democrats countered that the debt limit increase is mainly to pay for government spending during the Trump administration. Failure to increase the limit could lead to a shutdown of some federal government operations, something that has happened three times in the past decade, and likely would plunge financial markets into chaos. Treasury Secretary Janet Yellen on Wednesday again urged Congress to tackle the debt ceiling, saying it was unclear how long Treasury’s efforts to temporarily finance the government would last and citing ongoing economic worries over the pandemic. The “most likely outcome is that cash and extraordinary measures will be exhausted during the month of October,” Yellen wrote in a letter to lawmakers.
Leaders of the Democratic-led Senate and House of Representatives are expected to force votes to lift the debt limit in late September. Senate Majority Leader Chuck Schumer, speaking to reporters on Wednesday, also declined to say whether the debt limit will be included in what is called a continuing resolution that must be passed by the end of September to keep government operations funded. Both Pelosi and Schumer noted that when Donald Trump was president, Democrats supported debt limit increases, and urged Republicans to back one now. The Democrats’ $3.5 trillion bill to help address climate change, bolster education, expand social services for the elderly and children and raise taxes on the wealthiest and corporations is set to move ahead in coming days.
Schumer told reporters there is strong support among House and Senate Democrats for making an expanded child tax credit “permanently, fully refundable” and for lifting a cap on state and local tax deductions imposed by a 2017 Republican tax law.

After a record surge in June, July saw total consumer credit rise 4.7% at an annualized rate to $4.331 trillion (+17.004bn vs expectations of a $25 billion surge and after June's $37.69 billion spike)...Revolving credit growth slumped after the bingefest in June and non-revolving credit growth slowed for the 2nd straight month...It appears that while June suggested a 'return to normal' patterns of "charge it, I need it" spending by the American consumer, July - and the start of the Biden Admin's Delta scaremongering - may have prompted a retracement. It was also not helped by the ongoing collapse in buying attitudes signaled by UMich's sentiment survey.

Leon Black says accuser, eyeing payday, made up Jeffrey Epstein claims
A woman suing former Apollo Global Management Inc Chief Executive Leon Black for sexual abuse and defamation made up “demonstrably false” new accusations linking him to the late sex offender Jeffrey Epstein, Black’s lawyers said on Wednesday.
Black’s claim in a New York state court filing was in response to Guzel Ganieva’s amended civil lawsuit, where she said the private equity billionaire flew her to Florida in 2008 for a possible sexual encounter with Epstein, his “best friend.” Lawyers for Ganieva did not immediately respond to requests for comment. The former Russian model, now in her late 30s, is seeking unspecified damages from Black, accusing the 70-year-old of rape and other sexual abuse, forcing her to sign a 2015 nondisclosure agreement, and defaming her by claiming she tried to extort him. Black, who is married, has denied the abuse claims. He has also said he paid Ganieva $100,000 a month for several years not to discuss their consensual 6-1/2-year relationship, after she demanded $100 million. The payments stopped after Ganieva tweeted about Black in March.
In Wednesday’s filing, Black’s lawyers challenged Ganieva’s “miraculous sudden recall” for her Aug. 9 amended complaint of “shocking acts of sexual torture and threats to traffic her” that were omitted from her original June 1 complaint. The lawyers said these included “gratuitous” claims involving Epstein that flight records and other evidence would show were untrue. “Ganieva has a history of inventing tales of bullying, harassment, disrespect and worse in the hopes of winning a payday for herself,” the filing said.
Black stepped down from Apollo this year after an outside independent review found he had paid Epstein $158 million for tax and estate planning. The review also said Black was not involved in Epstein’s criminal activities. Black has publicly said he regretted his involvement with Epstein, who killed himself in a Manhattan jail in August 2019 while awaiting trial on sex trafficking charges. Wednesday’s filing made no mention of Black’s earlier defamation counterclaims against Ganieva. His lawyers have said Black would no longer pursue the counterclaims, so that he could focus on defending himself.
Ganieva’s lawyers have said court rules forbid the withdrawal because their client had responded to them, and that Black countersued to win positive media attention.

Russian Oil Shipments to the U.S. Set to Surge in Ida’s Wake
The prolonged shutdown of Gulf of Mexico oil production in the wake of Hurricane Ida is creating an opportunity for Russia to expand its share of the U.S. oil market.
Imports of Russian oil Urals to the U.S. are set to increase in September and October as 77% of U.S. Gulf offshore production remains shut 10 days after Ida made landfall on the Louisiana coast, according to people with knowledge of the situation. Gulf coast refineries looking for oil in the absence of supply from the Gulf are supporting higher prices for medium sour Russian oil that is similar to grades produced in the Gulf of Mexico. While it’s not uncommon for U.S. fuel makers to buy Urals, the heightened interest in the aftermath of Ida is said to be supporting prices. Urals is trending at a 7-month high, with bids of $1.05 below the Dated Brent benchmark on Wednesday, compared with a discount of $1.95 per barrel before the hurricane hit. Prices strengthened even with the prospect of OPEC bringing more production online.
Ida has knocked out 20.6 million barrels of oil production so far, more than any other storm in the past 13 years. Royal Dutch Shell Plc is still assessing damage to West Delta-143, a critical offshore transfer station that funnels a large portion of Gulf of Mexico crude to the coast. With the platform down, Shell shut the production of medium sour Mars. As power is restored in Louisiana and refineries restart they will continue to need more crude to resume fuel production. Exxon Mobil Corp’s refinery in Baton Rouge is awaiting more crude oil to restore normal operations. The U.S. Department of Energy is trying to soften the blow from Ida by loaning oil from its strategic reserves. It has loaned so far 1.8 million barrels to refiners including Exxon.

Japan PM Suga mulls U.S. visit in late Sept. to attend Quad meeting
Japanese Prime Minister Yoshihide Suga is considering visiting the United States in late September as Washington seeks to hold a quadrilateral summit also involving Australia and India to strengthen ties amid China's growing clout in the Indo-Pacific region, government sources said Wednesday.
The move comes as U.S. President Joe Biden has proposed the summit in hopes of facilitating cooperation among the four countries, collectively known as the "Quad," and as Suga seeks to strengthen the Japan-U.S. alliance before leaving office, according to the sources. Last week, Suga expressed his intention not to seek a second term, saying he will not run in the upcoming presidential election of the Liberal Democratic Party but will serve out his term through Sept. 30. The Sept. 29 election effectively decides the next prime minister as the LDP controls the powerful House of Representatives. "Whoever is chosen as the next prime minister will strive for (maintaining) the Japan-U.S. alliance, so it is important to deliver the message that we are focused on the alliance through the premier's U.S. visit," said a source.
Leaders of the four countries, including Australia's Scott Morrison and India's Narendra Modi, held a video conference in mid-March, but an in-person meeting has yet to be held.
If the gathering does take place, Suga plans to reiterate Japan's vision of realizing a "free and open Indo-Pacific" region and affirm with Biden the need to strengthen cooperation toward peace and stability in the Taiwan Strait.
Suga is also considering holding separate talks with Biden, according to the source.
