Three media companies tied to exiled Chinese businessman Guo Wengui have agreed to pay $539 million to settle regulatory claims they violated investor-protection laws when they raised money from over 5,000 investors. The announcement resolves an investigation that targeted a sale of stock and digital assets last year, according to the Securities and Exchange Commission. The companies said the money they raised would be used to build a news and social-media platform that would be "the only uncensored and independent bridge between China and the Western world," according to the fundraising documents. The three businesses—GTV Media Group Inc., Saraca Media Group Inc. and Voice of Guo Media Inc.—settled the SEC’s probe without admitting or denying wrongdoing. The total monetary sanctions include over $480 million that must be repaid to investors and $35 million in fines, the SEC said. Attorneys for the three companies didn’t immediately respond to requests seeking comment.

 

Mr. Guo, a former real-estate developer who fled China a few years ago, has portrayed himself as a wealthy dissident of the Communist Party. Once he took up residence in New York, he used a partnership with former Trump political adviser Steve Bannon to build a large online following. In China, he has faced longstanding allegations of money laundering, fraud and other crimes, all of which he has denied, and has applied for asylum in the U.S. The total fines ordered in the case constitute one of the SEC’s largest enforcement cases of its fiscal year, which ends in September. The deal calls for the companies to post a notice of the regulatory case on their websites and to repay proceeds of their fundraising within two weeks. The SEC often sets up what it calls a "fair fund," whose administrator distributes money back to harmed investors. GTV and Saraca raised some of their money from individual investors who didn’t meet wealth and income requirements for the deal, the SEC said in a settlement order. Under U.S. law, companies that target such smaller investors must file financial disclosures with the SEC and provide the information publicly.

 

Voice of Guo targeted many of the smaller investors who bought into the deal, some of whom invested $100 or less, the SEC said. The SEC said GTV and Saraca transferred about $100 million of the capital they raised to a hedge fund, which used about $30 million to trade spot currencies and derivatives. The fund had investment losses of about $29 million as of late July, the SEC said.

 

The companies also raised money by selling assets called G-Coins and G-Dollars, which they marketed on YouTube, Twitter and other social-media websites. They said the digital tokens could be used to buy goods and services on the media platform they planned to build. The businesses didn’t develop or distribute the digital assets they sold, according to regulators. The fundraising by GTV had deeply divided the Chinese diaspora in the U.S., with many investors in the venture later growing convinced that they had been defrauded. After some of these people began contacting the SEC and law enforcement, Mr. Guo attacked them repeatedly online, calling them proxies for China’s Communist Party. Supporters of Mr. Guo then began showing up at the homes of his detractors.

Bannon Arrested On Chinese Billionaire’s $28 Million Mega Yacht

 

Steve Bannon was arrested Thursday onboard a yacht owned by a dissident Chinese billionaire who is reportedly the target of a federal investigation over a media venture he formed with the former White House strategist. According to the Hartford Courtant, Bannon was apprehended while on the “Lady May,” a 150-foot mega yacht worth an estimated $28 million. NBC News reported that the U.S. Postal Inspection Service took Bannon into custody on the yacht while it was in Long Island Sound, near Westbrook, Connecticut.

 

The Wall Street Journal reported on Wednesday that Bannon has been on the yacht of Guo Wengui. According to The Journal, federal and state authorities are investigating a media venture formed by Guo and Bannon called GTV Media.

 

Bannon and a business partner, Brian Kolfage, were indicted along with two others on Thursday for wire fraud and other charges related to a fundraiser to build a private wall along the U.S.-Mexico border. The fund, called “We Build the Wall,” appears unrelated to Guo, who also goes by the names Miles Guo and Miles Kwok. The U.S. Coast Guard’s maritime information exchange provides a call sign for the “Lady May” that shows the vessel is registered to an entity called Hong Kong International Funds Investments Limited.

 

The Straits Times reported in 2018 that Hong Kong authorities were investigating Guo for allegedly embezzling $4 billion through multiple shell companies, including Hong Kong International Funds Investments Limited.

 

The Washington Free Beacon reported in 2017 that Guo owned the Lady May. According to the story, the FBI was investigating a hacking attempt on the yacht’s communications system. BuzzFeed News reported last year that The Free Beacon fired the author of that report, Bill Gertz, because of his undisclosed ties to Guo.

 

Guo has posted several videos on his YouTube channel at sea with Bannon. He has also posted videos of the Lady May, including one June 9 entitled “Lady May’s Victory Return.”

House Democrats propose hike in capital-gains tax to 25% for high earners as of Monday

 

The Democratic-run House Ways and Means Committee on Monday released legislative text and a bill summary that propose an increase in the capital-gains tax rate for high-income individuals to 25%. The preexisting rate of 20% would apply to transactions made before Monday, according to their legislative text and summary. That's after President Joe Biden's proposed budget in May backed a bigger hike and assumed the increase took effect in late April.

More than 50 percent of Japan's population has been fully vaccinated against COVID-19, government data showed Monday*, with the inoculation rate finally catching up with countries such as the United States after a slow start marred by vaccine supply shortages.

 

Of the nation's population of 125 million, about 64 million people, or 50.9 percent, had received two doses of a COVID-19 vaccine as of Monday, after the inoculation program was launched in February initially for health care workers and expanded to the elderly and later to other members of the public. Over 60 percent of the population is expected to be fully vaccinated by the end of September, bringing Japan on par with major European countries such as Britain and France, according to the government.

 

The announcement of the latest vaccination rate came as the government on Monday extended the coronavirus state of emergency in Tokyo and 18 other prefectures through Sept. 30 as hospitals remain stretched. The emergency was originally slated to end the previous day. Japan initially lagged far behind other major economies in inoculating its population. Facing criticism, the government has made relatively fast progress since, setting up mass inoculation sites and offering workplace vaccinations. "This is the result of our cooperation and close collaboration with local governments and health care workers," said Katsunobu Kato, the top government spokesman, at a press conference Monday.

 

In the United States, 53.8 percent of the population had been fully vaccinated as of Sunday, according to Centers for Disease Control and Prevention data. The Japanese government has been accelerating inoculations of younger people, as it aims to finish vaccinating all eligible people who wish to receive shots by November. While Japan's health care system remains under strain due to the highly contagious Delta variant of the coronavirus, the government plans to relax curbs on traveling and large events from around November once most of the population has been fully vaccinated. While hospitals continue to struggle, the daily infection count has been trending downward. The Tokyo metropolitan government on Monday reported 611 new cases, bringing the seven-day rolling average to 1,333 per day, down about 50 percent from the previous week.

 

Nationwide, the number of new infections totaled 4,171, falling below 5,000 for the first time in over a month.

Department of Homeland Security chief of staff resigns, official says

 

Karen Olick, the chief of staff to Homeland Security Secretary Alejandro Mayorkas, announced Monday that she’s resigning to move on to another undisclosed opportunity, a DHS official confirmed to CNN.

 

The post will be temporarily filled by Jennifer Higgins, who serves as associate director of refugee, asylum and international operations at US Citizenship and Immigration Services, until someone is appointed, the official said.

 

The shake-up, first reported by Politico, comes as DHS faces a range of challenges, from grappling with high numbers of migrant apprehensions at the US-Mexico border to most recently, serving as the lead coordinating agency in Afghan resettlement efforts.

China Threatens Drastic Action If Taiwan Changes Name Of D.C. Office: 'We'll Fly PLA Jets Directly Over Island'

 

Chinese state media has lashed out at the Biden administration over reports the US is "seriously considering" allowing the Taiwanese government to rename its representative office in Washington to include the word "Taiwan".

 

Currently Taipei's representative office in the United States formally goes by the name "Taipei Economic and Cultural Representative Office" - however, there's a current proposal to change it to "Taiwan Representative Office" in direct defiance of the mainland's claims of sovereignty over the island.

 

Though an official reaction out of Beijing wasn't forthcoming, the typically outspoken editor of state-run English publication Global Times voiced what top communist party officials are surely thinking, warning of "full scale" sanctions and stepped up military patrols directly over Taiwan aimed at keeping Taiwan in check should the renaming happen. Hu Xijin wrote that "If this happens, diplomatically, China will at least recall its ambassador to the US." Such a scenario would dramatically worsen already deeply strained US-China relations and comes just days after a reportedly contentious phone call between Presidents Joe Biden and Xi Jinping on Friday.

The GT Editor warned further that if the renaming goes through China will take bold action on the economic front as well, following years-long efforts to isolate Taiwan diplomatically: Economically, it will shift from "preferential policies" for Taiwan to full-scale sanctions. Militarily, the PLA fighter jets will surely fly over the island, and start to patrol Taiwan. Already for much of the past year Chinese PLA jet and bomber formations have routinely breached Taiwan's Air Defense Identification zone, in what's become a near weekly exercise. Typically Taiwan scrambles jets to mirror and chase off the Chinese formations.

 

But the scenario of Chinese fighters "flying over" the island - as opposed to merely breaching remote claimed air boundaries - would mark a huge escalation that could spark war should Taiwan choose to respond directly with anti-air fire. A Monday Global Times editorial is essentially vowing as much (i.e.: serious military escalation over Taiwan)

Taliban Reportedly Finds $6Mln, Gold Bars in Home of Self-Declared Afghan President Saleh

 

The Taliban (terrorist organisation, banned in Russia) found about $6 million in cash and at least 15 gold bars in the house belonging to former Afghan Vice President Amrullah Saleh, who had declared himself president of Afghanistan, Khaama Press reported on Monday.

 

The Afghan news agency shared a video circulated earlier on social media, saying it showed Taliban militants demonstrating the assets found in Saleh's residence. A source in the movement confirmed to Sputnik that "huge sums of money" had been found in the house of the vice-president in the failed government of Ashraf Ghani. Neither Saleh nor the members of the anti-Taliban resistance have yet commented on the claims.

 

Amrullah Saleh claimed presidential powers and duties on 17 August 2021, shortly after the Taliban took control of Kabul, forcing President Ashraf Ghani to flee and the Western-backed government to dissolve. Saleh had been serving as the country's vice-president since February 2020. He also was the interior minister in 2018-2019 and served as the head of the National Directorate of Security in 2004-2010.

On 10 September, a source close to the resistance forces said that the Taliban took prisoner and then killed Rohullah Saleh, a brother of the self-proclaimed Afghan president.

 

On 15 August, the Taliban entered Kabul and thus completed their takeover of Afghanistan, with the exception of the northern province of Panjshir, which remained the centre of resistance until its fall on 6 September. The next day, the Taliban announced the composition of the interim government. It will be headed by Mohammad Hasan Akhund, who served as a foreign minister during the first Taliban rule. Akhund has been under UN sanctions since 2001.

The resistance forces have since vowed to retreat into guerrilla warfare, while their leader, Ahmad Massoud, called on Afghans to rebel against the Taliban.
