Dell announces $5 billion share-buyback program

 

Dell Technologies Inc. DELL, 2.19% offered a series of long-term guidance figures ahead of an analyst-day event Thursday. At the event, Dell plans to announce that it expects compound annual revenue growth of 3% to 4% through fiscal 2026, as well as compound annual growth in non-GAAP diluted earnings per share of at least 6% in the same span, according to a release. The company also intends to announce its expectation for net income to adjusted free-cash flow conversion of at least 100% during this span. Dell plans to announce the approval of a share-buyback program of up to $5 billion that becomes effective in November upon the expected completion of its VMware spinoff. The company intends to begin issuing a quarterly dividend "with an attractive yield" in the first quarter of fiscal 2023, subject to board approval. The company will be targeting an annual dividend of about $1 billion. It will also be aiming to return 40% to 60% of adjusted free-cash flow to shareholders through dividends and repurchases beginning in fiscal 2023.

Evergrande’s EV Unit Has Stopped Paying Staff, Factory Suppliers

 

China Evergrande Group’s electric-car unit has missed salary payments to some of its employees and has fallen behind on paying a number of suppliers for factory equipment, according to people familiar with the matter, evidence the stricken property developer’s debt woes are having an impact beyond its core business.

 

The cash flow difficulties mean China Evergrande New Energy Vehicle Group Ltd. will likely miss its target to start mass deliveries next year considering trial production of electric vehicles at its factories in Shanghai and Guangzhou has been dialed back, the people said, asking not to be identified as they’re not authorized to speak publicly.

 

Most employees at Evergrande NEV are paid at the start of every month and again on the 20th, however for some mid-level managers, the second installment for September hasn’t arrived, the people said. Several equipment suppliers, meanwhile, began withdrawing their on-site personnel from the Shanghai and Guangzhou sites as early as July after payments for machinery in Evergrande NEV’s factories weren’t made. Those people were on hand to provide the timely adjustment of production equipment and fix any issues, the people said. Now that they’re not around, Evergrande NEV has been forced to rely on its own employees, who aren’t as familiar with the equipment, resulting in just a small handful of trial cars being made daily. Representatives for Evergrande NEV didn’t immediately respond to requests for comment.

 

The financial stress of Evergrande’s parent has reached epic proportions in recent weeks, prompting some to describe the potential contagion as China’s Lehman moment considering risks associated with Evergrande are threatening to freeze global credit markets. The giant real estate developer, whose assets also span banks and media businesses, is $300 billion in debt and widely expected to default on bond payments. Whether Beijing will engineer a resolution rather than allowing a chaotic collapse into bankruptcy is something investors around the world are now watching. Evergrande NEV flagged during its half-year earnings results last month that it might have to delay car production unless it can secure more capital in the short term. The company reported a 4.8 billion yuan ($744 million) loss for the six months to June 30.

 

The startup, which vowed in March 2019 to take on Elon Musk and become the world’s biggest maker of EVs within five years, has unveiled nine models under its Hengchi brand but has yet to mass produce a single car. It made a great splash at this year’s Shanghai auto show, with all nine protoypes on display and promises of 5 million cars a year by 2035. However four models, the Hengchi No. 1, 3, 5, and 6, are still at what’s known as the Engineering Trial (ET) phase, a preliminary stage that calibrates a car’s standards and quality controls while it has an all-white body, the people said. It typically takes at least six months after completion of the ET phase to mass production.

 

Like investors in China Evergrande Group, shareholders of Evergrande NEV have quickly become disillusioned. The Hong Kong-listed stock is down 90% this year, a huge pullback considering the company used to have a market value greater than Ford Motor Co. and General Motors Co. Officially created when Evergrande Health changed its name to Evergrande NEV in July last year, while the company bills itself as a carmaker, most of the money it does bring in still comes from community health services and aged-care facilities. The EV unit is a small part of Evergrande’s sprawling empire, which includes financial services and a bank, but which is primarily reliant on residential apartment sales.

New York State Health Commissioner Has Resigned, Hochul Says

 

New York state Health Commissioner Howard Zucker, who helped former Governor Andrew Cuomo respond to the coronavirus pandemic, has submitted his resignation. Governor Kathy Hochul, who replaced Cuomo, announced Zucker’s resignation on Thursday during a virus briefing. Zucker, who was appointed by Cuomo in 2015, was central to allegations the Cuomo administration covered up Covid nursing-home deaths.

 

Decisions of the Cuomo administration and health department under Zucker came under fire after Attorney General Letitia James released a report in January showing officials undercounted Covid-related deaths in New York nursing homes by as much as 50%. The report also detailed a lack of compliance with infection-control policies at many nursing homes on Zucker’s watch. Zucker and Cuomo have denied the allegations.

 

The administration also faced criticism for a March 2020 health department advisory that required nursing homes to admit patients with Covid-19, a bid to free up bed space in hospitals. At least 4,000 nursing-home residents died after that order, according to the attorney general’s January report. Cuomo defended the decision, saying the state was following federal guidelines, and the health department later released a report attributing the spread of the virus in nursing homes to workers rather than patients. Zucker, who graduated from medical school at age 22, is thought to be the inspiration for the television show “Doogie Howser, M.D.,” about a teenage physician. As the state’s chief physician, Zucker was the principal public health expert throughout the Covid pandemic, and regularly appeared next to the governor at his daily briefings during Cuomo’s televised pandemic news briefings.

2 dozen Chinese military aircraft, including fighters and bombers, fly near Taiwan in apparent show of force

 

Two dozen Chinese military aircraft flew near Taiwan on Thursday, according to the island's defense ministry. The aircraft included fighters, bombers, anti-submarine planes, electronic warfare aircraft, and early-warning planes.

Taiwan scrambled patrol aircraft, issued radio warnings, and tracked the planes with air-defense systems. Nineteen People's Liberation Army aircraft, including 12 J-16 fighters, two J-11 jets, two H-6 bombers, two anti-submarine-warfare aircraft, and one electronic-warfare aircraft, entered Taiwan's Air Defense Identification Zone Thursday morning, according to Taiwan's Ministry of Defense. In a second flight Thursday afternoon, two J-16s, two J-11s, and one KJ-500 early-warning aircraft, entered the ADIZ, the defense ministry said.

 

Both times, Taiwan deployed air patrol assets in response. The Chinese military aircraft were tracked by air-defense systems, and radio warnings were issued.

 

The Chinese military sends aircraft near Taiwan on a regular basis, with military flights through the island's ADIZ occurring almost daily. The ADIZ covers an area west and southwest of Taiwan but is not territorial airspace.

 

While many of the flight involve only a handful of aircraft, larger displays of China's military might tend tend to follow perceived threats to China's national interests, such as respect and territorial sovereignty.

 

The largest recorded show of force since the near-daily incursions into the ADIZ started last year occurred in July, when 28 warplanes flew past Taiwan. The move was seen as a reaction to a statement by Group of Seven leaders calling for a peaceful resolution to tensions between Taiwan and mainland China.
