Iran Told U.S. to Unblock $10 Billion to Resume Nuclear Talks

Iran’s foreign minister said the U.S. should release at least $10 billion of Iranian funds trapped overseas if it wants Tehran to return to the negotiating table, reducing the likelihood of an early resumption in talks to revive the 2015 nuclear deal.

In an interview with Iranian state TV, Hossein Amirabdollahian said the Biden administration had tried to contact his team at the recent summit of world leaders at the United Nations in New York through “various channels” about restarting the talks, stalled since the election of hardline cleric Ebhrahim Raisi as president in June. He said he responded via intermediaries that “if Mr. Biden’s intentions are serious, then tell him to send a serious signal and a serious signal is releasing at least $10 billion of our blocked money.” Iran has billions of dollars frozen in accounts overseas, mostly in South Korea and Iraq, that it cannot access because of U.S. sanctions. Tehran has repeatedly called on the U.S. to release the funds, which are remittances for imports of Iranian oil.

Amirabdollahian also said in the interview that Iran’s nuclear negotiations will be led by Ali Bagheri Kani, an ultraconservative foreign ministry bureaucrat who has been a vocal critic of the nuclear accord and was recently appointed deputy foreign minister.

Switzerland files criminal complaint over Greensill

Switzerland’s economic affairs secretariat (SECO) has filed a criminal complaint in relation to collapsed financier Greensill Capital for alleged violations of the law against unfair competition, it told Reuters on Sunday. The Swiss NZZ am Sonntag newspaper said police searched Credit Suisse offices last week after the Zurich public prosecutor’s office opened criminal proceedings in relation to Greensill following a complaint from SECO. “No criminal investigation has yet been opened against certain former and current employees of Credit Suisse Group,” the paper cited the prosecutor’s office as saying.

Credit Suisse, Switzerland’s second-largest bank, said on Sunday that data had been collected from the bank as part of an official procedure that was not directed against the lender, when asked for comment about the NZZ am Sonntag report. “Credit Suisse fully cooperates with the authorities and will, for the time being, not make any further statements on this as this is an ongoing investigation,” it told Reuters. Credit Suisse was forced in March to shut $10 billion of supply chain finance funds that invested in bonds issued by Greensill when the finance firm imploded. Administrators for Greensill and the Zurich public prosecutor’s office did not respond immediately to requests for comment. SECO referred Reuters to the Zurich prosecutor’s office for any further comment about the proceedings.

Kaladze Braces for Tbilisi Runoff

With 96.23% of precincts counted in Tbilisi, incumbent Mayor Kakha Kaladze is heading for a runoff after receiving 44.96% of votes, falling short of the threshold needed to secure a first-round victory against Nika Melia of the United National Movement, the runner-up. “I respect the will of the voters and any decision Tbilisites make in front of the ballot box,” stated mayoral hopeful Kaladze today. “Maybe I underdelivered in the process, maybe we could not pay sufficient attention to every relevant issue during our work. I apologize.” Incumbent Kaladze said he would not go into details about the reasons for failing to secure a first-round victory, whether it was the “tense political situation” or splitting of votes by other candidates, alluding to former Prime Minister Giorgi Gakharia, who quit the GD in February, and made a bid for Tbilisi mayoral seat.

The ruling Georgian Dream party candidate noted he is ready to participate in the second round, to be held on October 30, adding: “I am sure, with the backing and support of Tbilisi residents we will be able to win.” The incumbent Mayor drew attention to his party receiving around 48% in proportional vote across Georgia, as per preliminary results, and stressed the GD also received 29 seats in Tbilisi City Council (Sakrebulo). Georgian Dream’s Kaladze secured a narrow first-round victory in the Tbilisi mayoral race of 2017, receiving 51.09% of the vote and defeating then-independent Aleko Elisashvili, who had 17.48%, and United National Movement’s Tbilisi mayoral candidate Zaal Udumashvili, who had 16.59%. This year, UNM mayoral hopeful, Nika Melia, also backed by European Georgia, Droa and Girchi – More Freedom parties, received 33.94% of votes, as per preliminary results.
