Florida Board of Education sanctions eight districts for mandatory mask policies
State education chief says school boards can’t be allowed to ignore the governor, the Legislature and state officials and adopt their own rules.
The Florida Board of Education (BOE) on Thursday found eight public school districts in noncompliance with state orders banning mandatory mask mandates and gave them two days to amend policies or lose millions of dollars in state funding.
The seven-member BOE considered 11 “action items” presented by state Education Commissioner Richard Corcoran against districts he alleged violated state law and orders issued by Gov. Ron DeSantis and state health officials.
Corcoran maintains the districts violated House Bill 241, the ‘Parents’ Bill of Rights Act,’ adopted during the 2021 session; Rule 64DER21-12, which authorizes the Department of Health (DOH) to issue rules governing “control of preventable communicable diseases” in schools; and a Sept. 22 order from new state surgeon general Dr. Joseph Ladapo that says parents have “sole discretion” in complying with school orders.
But most of all, he said Thursday, the nub of the issue transcends pandemic protocols and addresses disrespect for state authority by local officials. The BOE cannot allow school boards to ignore the governor, the Legislature and state officials and adopt their own rules, he said
“Districts can’t pick and choose which parts of the law they want to follow,” Corcoran said.
The BOE unanimously determined eight of 11 districts’ cited by Corcoran were guilty of knowingly violating state rules. Complaints against Hillsborough, Sarasota and Indian River districts were dismissed because they amended policies to include opt-outs.
Alachua, Brevard, Broward, Duval, Leon, Miami-Dade, Orange and Palm Beach county districts were found noncompliant and given two days to amend policies or face sanctions, which include withholding state funds equal to 1.5 times that of board salaries’ and subtraction of state funds equal to federal SAFE grants the Biden administration authorized for districts facing backlashes for pandemic policies.
Leon County Schools (LCS) Superintendent Rocky Hanna told the BOE Thursday that the district’s board has no plans to back down from its policy.
“By the end of the first week and a half of school, it became evident that to keep our students safe and our schools open, we had to make a change,” he said.

A bill has been introduced into the Australian Parliament to make amendments to the Biosecurity Act to include biosecurity enforcement orders upon "classes of individuals", specifically requiring them to wear specified clothing or equipment (108M), to be relocated and detained (108L), for an indefinite time (108 (2) ) and to provide body samples to the World Health Organization (108P). While it is said that these changes are meant for groups arriving into the country by plane or vessels, it does not expressly exclude the possibility of them also being applied to other "classes" of people such as the unvaccinated, or to certain ethnic, religious or politicosocial groups residing within Australia.

Adam Schiff claims Robert Mueller suffering 'heartbreaking' cognitive decline
Rep. Adam Schiff , chairman of the House Intelligence Committee, opened up about Robert Mueller's "heartbreaking" lack of acuity in a forthcoming book, which includes revelations about the special counsel appointed during the Trump-Russia probe.
Mueller, now 76, was appointed special counsel in May 2017 after former President Donald Trump fired FBI Director James Comey. Although Schiff writes that he pursued Mueller to deliver his July 2019 testimony , the reality was "heartbreaking" to Schiff when he struggled to answer basic questions.
"Had I known how much he had changed, I would not have pursued his testimony with such vigor — in fact, I would not have pursued it at all," Schiff wrote in his upcoming book Midnight in Washington, according to CNN.
Schiff, a California Democrat who became a liberal champion during the first impeachment probe and an enemy to conservatives who parroted Trump's rebuff of a "Russia hoax," admitted that he instructed Democrats on the committee to simplify their questioning strategy after the first session to accommodate Mueller's cognitive inhibitions.
"No questions calling for a narrative answer," Schiff told the committee, according to his book. "No multipart questions. If you think your question may be too long, it is. Cut it down."
The leading special counsel ultimately did not issue a conclusion on whether Trump obstructed justice, leaving it to then-Attorney General William Barr to decide.
Mueller's team did not charge Trump or anyone on his campaign with conspiring with the Russian government during the 2016 election. Still, prosecutors said the campaign "expected it would benefit" from Russia's interference in the election.
In his testimony, Mueller underscored, "The president was not exculpated."
Trump touted Mueller's testimony as "horrible."
"I don't think anybody could have done a good performance, he had no material," the former president said on July 24, 2019.

A group of House Democrats has given President Biden's Education Department a deadline. They want to know by October 22 if the department has determined the legality of Biden cancelling at least $50,000 in student debt per borrower.
Six months ago, Biden asked Education Secretary Miguel Cardona to prepare a memo on this legal authority. Friday's letter from 14 Democrats led by Minnesota Rep. Ilhan Omar, including New York Rep. Alexandria Ocasio-Cortez and Massachusetts Rep. Ayanna Pressley, called on Cardona to make the memo public by October 22.
But Sen. Elizabeth Warren, a leader in broad student-debt cancellation, previously said that she doesn't want to go the legislative route. "We have a lot on our plate, including moving to infrastructure and all kinds of other things." She went on: "The president can do this, and I very much hope that he will."
White House Chief of Staff Ron Klain told Politico in April that Biden had also asked Cardona to create a memo on the president's legal authority to forgive $50,000 in student loans per person.
He said Biden "hasn't made a decision on that either way, and, in fact, he hasn't yet gotten the memos that he needs to start to focus on that decision." Psaki on Monday did not comment on a reason for what might be holding up those memos.

Last October, a large group of scientists made their way to Yuri Milner’s super-mansion in the Los Altos Hills above Palo Alto. They were tested for covid-19 and wore masks as they assembled in a theater on the property for a two-day scientific conference. Others joined by teleconference. The topic: how biotechnology might be used to make people younger.
Milner is a Russian-born billionaire who made a fortune on Facebook and Mail.ru and previously started the glitzy black-tie Breakthrough Prizes, $3 million awards given each year to outstanding physicists, biologists, and mathematicians. But Milner’s enthusiasm for science was taking a provocative and specific new direction. As the scientific sessions progressed, experts took the stage to describe radical attempts at “rejuvenating” animals.
That meeting has now led to the formation of an ambitious new anti-aging company called Altos Labs, according to people familiar with the plans. Altos is pursuing biological reprogramming technology, a way to rejuvenate cells in the lab that some scientists think could be extended to revitalize entire animal bodies, ultimately prolonging human life.
The new company, incorporated in the US and in the UK earlier this year, will establish several institutes in places including the Bay Area, San Diego, Cambridge, UK and Japan, and is recruiting a large cadre of university scientists with lavish salaries and the promise that they can pursue unfettered blue-sky research on how cells age and how to reverse that process.
Some people briefed by the company have been told that its investors include Jeff Bezos, the world’s richest person, who stepped down as CEO of Amazon in July and weeks later risked his life by jumping into a rocket capsule to reach outer space. Technology Review confirmed that Milner and his wife Julia have invested in Altos through a foundation.
Gazprom Plant Connected To Russia-China Gas Pipeline Shuttered Due To Fire
China's energy crunch has resulted in power rationing in more than half of the provinces and affected the world's biggest production base for electronic gadgets to semiconductors to appliances, among other things. Beijing has ordered energy firms to "secure supplies at all costs" as winter fast approaches to avoid shortages. But as we learn this morning, a Gazprom gas processing plant, connected to Russia's sole gas pipeline to China, shuttered operations following a fire at the facility, according to Bloomberg.
Irina Dmitruk, the spokeswoman for the Gazprom unit, said the blaze at the Amur processing facility in eastern Siberia was extinguished around 0500 London time.
Bloomberg's top energy analyst Javier Blas tweeted what appears to be a video of the fire at the processing plant. He said, "still unclear what's the damage."
