Proposed Rules for Reparations - assumes 3 fund allocations prioritized based on claim authentication…(kek?)

 

NOTE: This document addresses the proposal that because of slavery instituted prior to and through the founding of the USA until the War Between the States and the 13th Amendment, financial reparations must be paid to those descendants of slavery.

 

  1. STATUS

1.a. Each applicant for reparations payment shall furnish, at their own expense, DNA evidence from any commercial, private or retail laboratory of African descent.

1.b. Qualified applicants as determined in 1.a. above may further furnish birth, marriage and/or immigration historical records for each Applicant from June 19, 1872 through the date of their claim.

1.c. Actual historical records of ownership as slaves in Applicant’s lineage submitted may entitle Applicant as Special Status claimant.

 

  1. ELIGIBILITY

Eligibility for an award is determined by status outlined in Section 1. above.

2.a. Section 1.c. qualifying Applicants may receive Special Status for lifetime payments if born before 1964

2.b. Section 1.b. qualifying Applicants may receive an award from the guaranteed fund

2.c. Section 1.a. qualifying Applicants may receive an award from the residual funds

 

  1. AWARD PAYMENT AMOUNTS

3.a. Special Status Applicants qualified under Section 1.c. above, shall receive Maximum One-Time Awards or Monthly Benefits if born prior to 1964.

3.b. Applicants qualified under Section 1.b. above to receive Awards from the Guaranteed Fund shall receive awards based on the depth of their historical evidence.

3.c. Applicants qualified under Section 1.a. above to receive Awards from the Residual Fund shall receive awards based on their degree of negrosity.
