Looking at the previous few posts along with other facts and posts about Wray. So Wray is something like a Judas Goat to these various people he has appointed? He appoints them into a position where they can (continue to) commit crimes, and will likely be 'captured' on the chess board of Q? If so, his tasks are complete.
