Actually this is quite normal but allow me to explain as I once had a very high clearance while on AD.

After one obtains it they retain it due to the sensitive nature of whatever it was they worked on. HOWEVER, this does not mean they still have access to the material. It just means the clearance was granted and the waiting period of discovery has not yet ended. For example, some things require a certain time period before you can even say a single word about it. Some things are like that for life. Some things have none. However they all fall under the clearance level.

So the fact they have a clearance does not mean they have access, big difference.

>could the sulfur have been manufactured into the steel?

Technically yes. You could manufacture small particles into it, sure. However if that was the case even a small fire touching even one steel beam would cause a chain reaction that would bring it down in no time.

It's plausible. Would need to go back to the construction of the WTC and check into the builder and where the entire material load was produced.

Technically only one or two faulty floors with weakened steel would all that would be needed as the weight would cause a chain reaction and domino the building downward.

Clinton Foundation has focused a ton of action in Africa since the 90s. In fact that is where the bulk of their action has taken place masked by the guise of humanitarian aid to the continent. I would not at all be surprised if they had considerable infrastructure and secret bases and labs set up all around the continent.
