This is what Snowden is about to drop. The tracking, censorship, and the "Russian bots" in social media are "the algorithm". It's a U.S. intelligence project developed by Palantir.

Palantir worked closely with the NSA and 12 other intelligence agencies. They are the BRIDGE. They likely developed PRISM and XKEYSCORE. Snowden leaked it to the media so the NSA couldn't use these projects anymore, while the CIA continued to covertly.
