Prior knowledge while in the duties of a former position.

 

Having knowledge of peripheral data or secondary findings within a larger classified investigation allows some to have a larger scope of other illicit acts other than the primary target of an investigation. When the primary investigation is ended all data may remain classified due to methods and means of collection. However; having been read on to said investigations in a prior position allows the "right" individual (New FBI director) to request declassification so as to pursue new charges on the peripheral illicit acts. Having the "right" individual at the helm means these things can be brought to light . Having the "wrong" person may mean they will stay in the dark because due to classification levels the wrong person may not even know of the "said" investigation, other illicit acts exist, of what to ask for and if so will be told it doesn't exist because they were never part of or read onto the original investigation, depending.

 

Conflict: Law enforcement agents knowing of other illicit acts that have not been prosecuted have a duty to proceed in seeking justice for those crimes unless again you know nothing of their existence.

 

The request of the de-class can happen without it looking predetermined or pre- planned. Perfect flow of legal cause and effect, methods and means protected without having to divulge how and what evidence was obtained by a committee hence spilling the beans since the new FBI director was the old DNI.
