the part of twatter code that displays the header-photo is not a direct link to an actual photo, but a script that outputs a photo by manipulating the headers sent to the browser.
( this is why we have file extensions, so the system knows what type of processor/parser/interpreter to use)
so the modified-time on the twatter header-photo is a useless chunk of information unless you understand what exactly the image-display script does. It could log how many times the image is viewed, or clicked on, pull/update cache based on timestamps, or a number of any other functions.
