Any smart entrepreneurs out there would start a company that hires qualified (if there are any) public school teachers to do private tutoring.
Some of that is already going on.
Teachers who specialize will get $$$ for doing this. Because many parents don't have the qualifications or interest in teaching every subject.
Everything in our society is going private. Policing will too.
