What are your opinions on the following?

 

I believe "Coats before Declas" means something different. The next sentence points out how "HOT" August is. Well, this tells me Declas will not come out until it is cold enough to wear a "Coat"–that's after the election. I know it intuitively reads the opposite, but try reading it like this: "People will be wearing coats before we declas."
