The cleanest wy is stock tips, but it can be land use gifts, flying perks & vacays (sure! bring the fam, Senator), - most anything.

This type of graft is 100% SOP for government employees. Our mayor just hired his nephew to run public works in our little town of 6000 people - for $195K/yr and used the "he's not on the payroll, he's a contract hire" line.

Same thing with guys working as an ":ACTING" government official - they are temps and make pretty decent bank for temps.
