I suspect POTUS was referring to the evil things these criminals are willing to carry out……."It will get worse before it gets better". But he adds a light at the end of this dark, deep hell in which we are presently and in the coming couple of months.
I also suspect the reason POTUS hasn't yet played his "trump" card is because he doesn't want to expend all his ammo before the really heavy fighting begins.
