According to local KPRC 2, quoting the Houston Police Department, the police and fire officials responded to reports earlier about a fire being sighted in the courtyard of the Consulate on Tuesday night. Reports suggested that the fire was the result of documents being burned in the building's courtyard.

Houston has become 'ground zero for sex trafficking': officials

HOUSTON, Texas (KTRK) – The family of the 15-year-old sex trafficking victim says her story has spread awareness about sex trafficking in Houston.

Letty Serrano's story has been shared all over the world after she died by suicide on Oct. 12.

Serrano was allegedly lured away, drugged and sold to sex traffickers at just 13 years old.

The family told ABC13 they laid their loved one to rest on Monday knowing that she couldn't stand the pain and struggle her life had become.

Officials say the man who is suspected of sex trafficking the teen has been in and out of jail, but never charged for trafficking Serrano.

During a joint press conference on Tuesday, Crime Stoppers, Houston's police chief and Harris County District Attorney Kim Ogg all mentioned Serrano's case.

"Houston is ground zero for human trafficking," said Ogg. "Law enforcement, the district attorney's office and a lot of community providers are really trying to paradigm for sex workers, sex buyers and most importantly sex traffickers."

One of those people trying to make a difference is Jennifer Herring, who works for the Harris County jail as the program manager for reentry services.

"We are in a community full of women who are being trafficked," Herring said. 'We're here as a voluntary program to help these women get away from this life, but more-so gain personal power."

She said the pimps themselves are getting younger, and using social media to lure girls from their homes. The program educates women, offers therapy and gives them resources in and outside of jail so they don't slide back into the world of sex trafficking.

"What we're doing is making those connections, which is really critical for women to stay alive and become the women they were created to be," Herring said.

Documents being burned on the grounds of the Chinese Consulate in Houston

HOUSTON, Texas (KTRK) – Trash cans full of documents are being burned in the courtyard of the Chinese Consulate on Montrose Boulevard.

The consulate is considered Chinese territory, so the Houston Fire Department is standing by outside but has not entered the grounds.

"It appears to be open burning in a container within the courtyard of the Chinese consulate facility. It does not appear to be an unconfined fire but we have not been allowed access. We are standing by and monitoring," said Chief Sam Pena.

The Chinese Consulate reportedly must leave the building by this Friday.

Asia Is the Largest Source of Human Trafficking in the U.S.

January 21, 2016

Victims of human trafficking could be the guy delivering your Chinese food, a woman giving manicures, the men working in the kitchen of your favorite restaurant or the woman taking care of the children of someone you know. They have been gardeners, waiters, bakers and teachers.

President Barack Obama has proclaimed January as National Slavery and Human Trafficking Prevention Month. On Tuesday, top U.S. officials renewed pledges to combat human trafficking through interagency efforts and public-private partnerships.

“One hundred and fifty years ago, our Nation codified the fundamental truth that slavery is an affront to human dignity,” reads the presidential proclamation. “Still, the bitter fact remains that millions of men, women, and children around the globe, including here at home, are subject to modern-day slavery: the cruel, inhumane practice of human trafficking. This month, we rededicate ourselves to assisting victims of human trafficking and to combating it in all its forms.”
