The mayor is in total panic!

Mayor de Blasio complained about President Trump's Executive Order prohibiting illegals from filling out the census, then spoke briefly in Spanish. It sounded like he was telling "indocumentados" to complete the form anyway. If someone can translate, it would be appreciated. The portion in Spanish is near the end, right before questions from the press.
Today in his press conference, Mayor de Blasio insisted that cleaning up the zone was not a reaction to President Trump announcing federal law enforcement will be sent to the city, but I think it's clear that is the reason.
